Association
and lawful means beneficial to the
collective membership.
Woods said the association will
meet monthly to discuss major
issues that are of concern to the
general membership. Examples in-
dude the pay scale and benefitS. He
said the group w~l stay out of day to
'day issues umque to the individual
officers.
He said most police departments
have associations and it helps to be
affiliated with a state organization
because the officers will know they
have a voice in law enforcement leg-
islation and issues on the state level.

Neighboring Farmers Branch is
basically in the same boat as Coppell.
City officials there are proposing a
$19.2 million budget that keeps the
tax rate at 40 cents. Councilmen de-
scribe their budget as conservative
and they, too, will have to take some
money from their fund balance. The
revenues are estimated at $17.8 mil-
lion and the city anticipates a fund
t~aance of $1.6 million.
Mayor Dave Blair said although
the city will have the same tax rate,
'the decrease in the homestead ex-
emption may cause homeowners to
see higher bills. The exempflon will
decrease from 30 to 20 percent for
having difficulty getting the St: Louis
Southwestern Railroad to look at en-
gineering plans and to say ff they are
acceptable.
The project's estinnted cost iS $5
million to $5.5 million and includes 4
bridges as Well as raising the grade
of the roadway by five to six feet.
Bryan said the higher-grade is

"We have some long-range plans
and goals we will be discussing over
the next few weeks," Woods said.
"The association is looking forward
to a harmonious and beneficial rela-
tionship with .mamge~ent and wi..'th
the citizens of Coppell. The police
officers will continue to sene the
public with the same professionalism
it has shown in the past, which we
'will strive to inL-rease in the future,'
he said.
Other officers of the association
include Jack ~Fo!ey, vice president,
Warren Fi-ySinger, secretary, and
Mike Brown and Greg Porter, ex-
ecutive board members.

"Ou~: budget proposal reflects no
increase in the rate and is optimistic
about the revenues," said Carroilton
City Manager Mike Eastland. "Our
ending reserve will be down, but we
are confident we will be able to keep
B0 days of funding that is required.
We are increasing our sanitation fee
by $1 because of the cost of bags and
a flattened customer base.".
Several dry officials question the
fact that cities are held restrained in
their budgets, but other taxing en-
tifles can raise taxes without much
complaint.
The Coppelt Independent School
District has already approved a 4-
channel.
Also, the railroad ~racks at Hutton
Drive must be raised, and this could
temporarily force dosing Belt Line
Road between Luna Road and Hut-
ton Drive, Bryan said. Traffic would
have to be detoured to Crosby Road.
On the Keller Springs'Road-pro-
ject, bids have been taken and the
county is waiting on word from the
dty of Carrollton whether to include
some channel drainge work as pan
of the project.
Bryan said the base bid is for ab-
out $3 million dollars and the alter-
nate bid, which includes the channel
work, is about $3,350,000. The road
will be widened to six lanes measur-
hag 11 feet wide with a 14- to 15-foot
median dividing the east- and west-
bound traffic.
