March 23rd regarding the funding of Beltline east/west as well as Denton Tap. The City of Coppell is very anxious to have the east/west Beltline Road project constructed and will be exploring methods of providing additional funds for the project. As you are probably aware, the City of Coppell had to sell approximately 4.7 million dollars worth of Certificates of Obligation to continue the construction of Denton Tap to the north City limits line. The elected officials have generally expressed a desire to limit this funding method and lean toward utilizing General Obligation bonds for road construction. The Mayor has stated that he will appoint a Coppell 2000 Committee this spring to study all the capital needs of our City and I am certain that the Beltline east/west project will be one of those projects to be considered. This will probably lead to a bond election and ultimate sale at some future date. In the meantime, the City continues to work with landowners along the Beltline east/west route to secure their financial assistance and support in the project. We request that the County allocate as much funds as possible for this project since the demand continues to rise on a daily basis. We believe that the requirement for the six-lanes between MacArthur Boulevard and the east City limits is an extremely important project. J. W. Box 478 Coppell, Texas 75019 RE: Belt Line Road Project 490-403 (Denton Tap to East City Limit Line) (Denton Tap - Belt Line to Denton Creek) Dear Mr. Ratliff: We have received the draft request from your Engineer to apply $2,600,000.00 of the project funding to the section of Denton Tap Road from Belt Line Road to Denton Creek. We are concerned that remaining portion of monies will not be adequate to fund the construction of Belt Line from MacArthur to the East City Limits. Our estimate of the Belt Line sec- tion is approximately $2,200,000.00. With $2.6 million being applied to Denton Tap leaves a balance of $1,650,000.00, yielding a shortfall of funding of $550,000.00. This does not include any costs for right-of-way acquisition, adminis- trative costs of bond sales, testing, and such. As stated previously, the County believes that six lanes should be constructed from MacArthur to the East City Limits because of the predicted traffic counts for this area. MANAGER Dear Mr. Bryan: Reference is made to your letter dated March 23, 1988. We agree with you that six (6) lanes are needed between MacArthur Blvd. and the East city Limit. As soon as the Denton Tap segment contract is awarded, we will be contacting you regarding the funding shortfall referenced to in your letter. The city of Coppell is very anxious to have the Belt Line Road segment constructed, and we will be exploring with you possible funding options. KARLSRUHER, P.E., GINN, INC.~~ DENTON TAP ROAD IMPROVEMENTS - PROJECT SCHEDULES As you are aware, we opened bids for the two projects on March 3, 1988. Since that time we have been analyzing and tabulating the bids recieved and have conducted a review of the apparent low bids with the apparent low bidder. At this time we are awaiting submission by the low bidder of his qualification documentation and checking some of his references in preparation of drafting a recommendation of award of the Contracts for the City Council's consideration at the April 26, 1988 city Council meeting. We have developed the following schedule in anticipation of the above: April 12, 1988. The City Council should consider a resolution requesting that Dallas County provide $ 2.6 MM in funding from the 1985 Bond Program and authorizing the Mayor to execute a Supplemental City/County Agreement providing for such. April 18, 1988. The Dallas County Commissioner's Court should consider the City of Coppell's request for partial funding of the Denton Tap Road Improvements and approve a Court Order allowing the County Judge to execute a Supplemental City/County Agreement for provision of the $ 2.6 MM in Bond Funds. April 26, 1988. City Council consider recommendation by Ginn, Inc. for the Award of the Contracts. (This is dependant upon whether or not the above mentioned Court Order is approved.) April 26, 1988 through mid May 1988. Pursuant to award of the Contracts, the Contracts must be executed, Bonds furnished, pre-construction meetings conducted, and Notices to Proceed issued. Mid to late May 1988. projects. Begin construction of both 6. Mid to late May 1989. Both projects should be complete. In light of the number of entities and amount of work involved, the above Schedule is the most optimistic that we can reasonably hope to achieve in getting the two projects under c°nstruction.
