Dear Mr. Ratliff:
Enclosed is a copy of the latest correspondence from Ed Bell
Construction Co. regarding the Belt Line Road South project.
By previous correspondence we have recommended release of the
final retainage. We feel and recommend that it is in the best
interest of the City to accept the project as completed and begin
professional maintenance. The landscape will continue to mature
and improve in appearance with proper maintenance.

Gentlemen:
As of this date, we have completed all items of work in
accordance with the plans and specifications. All plant
materials have been installed and the bermuda grass has taken
hold, but is not at the stage where it will start runners. We
have made two applications of a postemergent herbicide and have
killed approximately 85 to 90 percent of the weeds. Therefore
we urge the City of Coppell, as of this date, to start their
maintenance program so as to prevent any degradation of the
completed landscape.
In addition, during our one year warranty period, any dead trees
or plants will be replaced, other than those damaged from
neglect, improper maintenance, insects~ disease, or acts of god.
