Belt Line Road Improvements (South) ' 1984 Capital Improvement Program Corps of Engineers Permit Number SWF-86-DALLAS-986 Dear Mr. Doyle: Please be advised that after considerable delay beyond the City of Coppell's control, that the 48 oak hardwood trees required by the Corps of Engineers on the above referenced project have been installed. These trees were required by the Corps of Engineers as a result of filling in approximately 1.25 acres of North Lake with rock fill to accommodate this road widening project. Per the attached as-built map of the tree planting location, the original tree location proposed was not a viable alternative for the City of Coppell after pursuing this site with T.U. Electric. Rather, T.U. Electric selected the actual site shown feeling that this location will cause the least amount of interference for the Irving Parks Department regarding their park master plan that is currently in the design phase for North Lake Park. The purpose of this correspondence is to bring to the City's attention that some type of coordination for maintenance of the trees needs to be worked out for watering these trees on the Irving Park property. For your information, this park is in the Dallas City limits. Dallas Parks and Recreation leases the park from T.U. Electric who in turn has sub-leased the park to the Irving Parks Department. The City of Irving now controls the entrance to the property. Per the Corps of Engineers' permit (copy attached), the City of Coppell must maintain at least a 90 percent survival rate for two years from the date of planting which was May 15, 1989. The elevation of the area where the trees are planted should be at elevation 512.00 NGVD, as required. 17103 Preston Road · Suite I00 · LB 118 · Dallas, Texas 75248 · Phone214/2484900 Ed Bell Construction Company is required, per their contract with the City of Coppell, to provide maintenance to these trees until final acceptance of the project. After that time, normal maintenance will be the responsibility of the City of Coppell either directly or through other arrangements that may be made. By copy of this letter we request the Corps of Engineers to accept this letter, submitted on behalf of the City of Coppell, as formal notification of the completed planting as required per special condition "C" of the attached permit.
