Dear Mr. Thompson:
This is in response to your letter of February 17, 1989 (copy attached),
requesting a left hand turning lane be constructed when the Belt Line Road
improvements are made changing the current two lane asphalt pavement
roadway to a six lane concrete pavement thoroughfare.
You indicated this request is made because you want the traffic coming out
of your driveway (across from Ledbetter Road) to be able to turn left and
travel east, and to allow eastbound traffic to turn left into your driveway
and not have to make a "U" turn to the east of your driveway to get there.
There appears to be some confusion because there is a median cut designed
for your driveway so that traffic can make the maneuvers you request in
your letter. What apparently City staff, county staff and Ginn's personnel
understood you to be asking for, is a left hand "turn-out" lane where
vehicles can stack up getting out of the way of traffic coming behind them
before they make their turn into your driveway.
Attached is a copy of that section of the paving sheets for the Belt Line
Road Construction Drawings showing the area of your driveway and the
Ledbetter Road intersection.
If you are interested in a left hand turn out lane, you will need to do the
following:
Provide Russell Doyle, City Engineer, the traffic counts and recommendation
by a licensed Traffic Engineer that a left turn out lane is warranted
and/or acceptable at the site considering the special conditions that
exist. That is, it is not a typical at grade drive and the design
engineers have not included such a lane in the design of this facility.
Once you have submitted this information and it is reviewed and accepted,
then in a return letter you will be asked to provide the costs for the
construction of the requested left turnout lane. Once that commitment is
made we will request for you the County to design that lane and install it.
The county will then provide the actual costs of the design and
construction of that lane and after you provide the funds for those
improvements, they will be made. This procedure is described to you
assuming that no complications or special conditions exist which will
prevent the executing of any part of this request.
We appreciate your concern about future traffic patterns in and out of your
driveway on this new roadway, but hope that this information will rid you
of your concerns expressed in the attached letter.
Please provide the City Engineer with a copy of the document that provides
your access to and from Belt Line Road across the railroad right-of-way.
