TEXAS 75225 2141739 0094 December 28, 1988 AV0 9786 Att: Mr. Gabe Favre: Re: Belt Line Road in Coppell, Texas Dear Mr. Favre: On behalf of the Irving Flood Control District - Section III (the "District"), I have reviewed the "Off-Site Drainage" plans attached to your letter of September 30, 1988. The plans appear to be compatible with the minimum standards adopted by the District. llowever, a serious hazard is introduced by the vertical walls which range up to 11.18 feet high. This hazard translates into a concern for public safety and a potential liability to the District. We request that you modify tile outfall design to eliminate vertical drop-offs. Where drop-offs cannot be avoided, some type of railing will be necessary. The height of the rail should be 42 inches above the adjacent ground, and railing within the floodway area must be designed so as to not impede flow in Grapevine Creek. SOLUTION WHEREAS, the City of Coppell has Improvement Project to improve Belt Line Road to IH635, and approved a Capital Road from Denton Tap WHEREAS, the city of Coppell is now proceeding with the construction of Belt Line Road from Denton Tap Road to IH635, and WI[EREAS, the city of Coppell has determined a need for Lone Star Gas Company to relocate approximately 108 linear feet of lO- inch Line W8 pipe and remove approximately 100 linear feet of ekisting 10-inch pipe at the intersection of Gateway Boulevard at Belt Line Road to accommodate conflicts with planned capital improvements, and WIIEREAS, Lone Star Gas Company's Line W8 (10") exists in a private easement, and WIIEREAS, the estimate(! cost for Lone Star Gas Company's Line W8 (10") relocation and removal is $25,171.00, and WHEREAS, the actual cost of Lone Star Gas Company's Line W8 (10") relocation and removal shall be reimbursed by the city of Coppe].l upon receipt of final invoice for said' work constructed accordance wiLh approved proposed coustiuctiol~ pla,~s. NOW, TIIEREFORE, BE IT RESOLVED, that the City of Coppell hereby agrees to reimburse Lone Star Gas Company for tile actual cost incurred for the relocation and removal of Line W8 (10") upon completion of Line W8 (10") construction and receipt of final invoice with ltemlzed cost breakdo%~n from Lone Star Gas Company and hereby authorize the Mayor to authorize this work and said reimbursement of actual costs to Lone Star Gas Company.
