Griff'm, P.E., Dir. of Engineering/Public Works ~ December 14, 1999 Consider approval of awarding Bid/Contract #Q-1199-02 along with Change Order #1 to Architectural Utilities in the total amount of $356,684.00 for the installation of Pump No. 4, the isolation valves and replacement of the existing flow meter at the Village Parkway Pump Station; and authorizing the Mayor to sign. The City has opened bids on the addition of a fourth large pump at the Village Parkway Pump Station as part of our on-going commitment to upgrade our water distribution system. There currently exist three large pumps and two smaller pumps. The original design of the Village Parkway Pump Station allocated space for the addition of the fourth pump. We currently have three 450-HP pumps and two 250-HP pumps. The fourth large pump will be a 600-HP pump. This will give us additional pumping capacity during our peak demands in the summer. Because the addition of the fourth pump will allow us to pump higher volumes from the pump station, we are also replacing the meter in front of the pump station to accurately monitor the rate of flow from the pump station to the distribution system. Our current meter has a rate of capacity of only 28 million gallons per day or approximately 19,400 gallons per minute. With the additional of the fourth pump, we will be able to pump higher quantities than that. The addition of this fourth pump will complete the Village Parkway Pump Station in regards to expanded pumpage. Based on current and projected water usage, the City of Coppell is currently looking at various options for a second pump station that would be designed to meet the future buildout needs of the City of Coppell. In an effort to have greater control over the type of pump installed at the pump station, the base bid included an allowance of $75,000 for the pump and motor. The pump and motor was then bid separately. The low bid for the pump and motor was from Oslin Nation Company in the amount of $85,684. This is $10,684 over the $75,000 allowance that was included in the base bid. Therefore, we need to execute Change Order #1 in the amount of $10,684.00 to revise Architectural Utilities total bid for the contract. While Oslin Nation Company bid the pump, they will still act only as a subcontractor to Architectural Utilities for delivery of the pump and motor. Our contract will be solely with Architectural Utilities for the total project. Staff recommends approval of awarding Bid #Q-1199-02 and Charge Order #1in the mount of $356,684.00 for the additional fourth large pump and a new meter at the Village Parkway Pump Station. City of Coppell Post Office Box 478 Coppell, Texas 75019 Re: Addition of Pump Number 4 to the Village Parkway Pump Station Project Number WA99-03; Bid Number Q-119902 Award Recommendation Dear Mr. Griffin: We have checked the bids received on December 3, 1999, for the Addition of Pump Number 4 to the Village Parkway Pump Station. Along ~vith the installation of Pump Number 4, this project includes the construction of isolation valves on the existing three large pumps and replacement of the pump station flow meter. We are enclosing six copies each of the Bid Tabulation and the Tabulation of Pump Bids. Architectural Utilities, Inc. (AUI) of Forth Worth, Texas submitted the low bid for construction of this project in the amount of $346,000. We are familiar with this contractor, as they have completed several of our projects. They are currently 25% complete on a pump station for the City of Desoto, which was designed by our firm. Nonetheless, we have further investigated their experience, equipment and financial standing. They have completed similar projects in the City of Hurst, Lewisville and Grapevine. In 1q95 they completed the Belt Line Road Water Line project for the City of Coppell. As such we have concluded that Architectural Utilities, Inc., is qualified and has the equipment and financial capability to successfully complete this project. Separate bids, addressed to the successful contractor, were received from pump manufacturers for the pump and motor tbr this project. Oslin Nation Company submitted the best bid, in our opinion, for the Ingersoll- Dresser Pump Model 300 LNN-575 with a 600 Horsepower. 4160 volt General Electric motor. The amount of the bid was $85,684.00, and equipment delivery is expected by April 15, 2000, if an award is made by mid December of this year. The bids tbr construction of this project included a pump and motor allowance of $75,000.00. The recommended best bid tbr the pumps and motors is $85,684.00. therefore a change order in the additive amount of S 10,684.00 is to be executed with the original construction contract. City of Coppell December 6, 1999 Page Number 2 Accordingly, we recommend the City of Coppell award a contract for the Addition of Pump Number 4 to the Village Parkway Pump Station in the amount of $346,000 to the low bidder on this project, Architectural Utilities, Inc., of Fort Worth, Texas. Concurrently an additive change order in the amount of $10,684.00 for the difference between the bid allowance and the recommended bid for the pump and motor should be approved. This will revise the contract amount to $356,684.00. We are available to discuss our recommendation and this project further at your convenience.
