RE: Grapevine Creek Sewer Main Branches I & II
The City Engineer, Water Superintendent, Consulting Engineer, and
I met with Mr. George Shrader on two occasions (1/24 & 1/28/92)
since Council approved the Easement Acquisition Agreement. The
Mayor and Mr. Shrader have signed the agreement and the City
Secretary has an original on file. Proof of Mr. Shrader's
insurance should be received in the next several weeks.
Attached are the meeting notes of our January 28, 1992, meeting.
Within these notes are dates of Town Meetings which will allow
staff and Mr. Shrader to present to the residents in the area
explanation of the project and allow comments from the audience.
Once the meetings are held, Mr. Shrader will meet with
residents/property owners individually in an effort to secure the
easements. It is hoped that some will donate the easements at the
meeting. We will have a notary available.
Staff hopes to issue notice to proceed to contractor by June 1,
1992. You will recall, it was once thought the project could begin
by May 1, 1992; it is no longer conceivable this will happen.
Attached is a memorandum from Mr. Shrader outlining the contents of
the appraisal report which he will furnish as part of his service.
I have asked the City Attorney to review this to ensure it will be
adequate. I have also provided you a copy of the draft letter we
propose to send to the residents/property owners directly impacted.
Staff will continue to keep you apprised. If you have any

Meeting Notes
Grapevine Creek Sewer Main Branches I & II
Attendees: Steven Goram, Ken Griffin, George Shrader, Howard
Pafford, Sanford Case, Gabe Favre
Discussion began with the review of the critical path schedule
provided by Mr. Shrader. Also, Mr. Shrader provided the Director
with a copy of a memorandum listing the contents that will be in
the appraisal report as part of his service in acquiring the
Grapevine Creek Sewer easements. This memorandum has been
forwarded to legal counsel for review.
It was decided that three Town Meetings are necessary to review the
project with those residents/property owners who will be impacted.
Residents will be notified by mail. All letters will be mailed out
by February 5, 1992. A draft letter to the residents/property
owners has been penned and is attached to these minutes. All
comments must be provided no later than 5:00 p.m., February 4,
1992.
The first Town Meeting is scheduled for February 12, 1992, at 6:30
p.m. in the City Council chambers of Town Center.
Residents/property owners in the Carter Estates; east of Moore
Road; and west of Denton Tap will be requested to attend the
meeting. The second meeting is scheduled for February 19, 1992,
for residents/property owners north of-Grapevine Creek. The third
meeting is scheduled for February 19, 1992, for residents/property
owners south of Grapevine Creek.
After some discussion it was determined that construction could not
begin by May 1, 1992. It has been determined that June 1, 1992, is
more feasible and obtainable. Bids will be advertised March 29,
1992, and run for three consecutive weeks; bid openings will be
April 21, 1992, and recommendation to award contract to Council
will be May 12, 1992. It was a unanimous recommendation that award
of bid should not take place until at least 90% of all easements
had been secured.
It was agreed that at these meetings the presentation would follow
a play script. Mr. Shrader will give the overview about the
project, explaining the need for the project, the positive effects
it will have on the community, proposed construction schedule and
the need to acquire easements to accomplish the task. Ginn & Case,
Inc. will present to the citizens the location of the project and
address technical questions and comments regarding the construction
(with aide of large maps).
There will be provided a sign-up sheet at each meeting. Copies of
the easement forms covering each property will be available for
residents/property owners to take with them to review later.
Originals will be available if someone wishes to donate at the
meeting. A notary will be available.
Information to be provided to George Shrader no later than the next
meeting:
- Identify zoning per property (Ken Griffin)
- Property values including value of homes per tract (Howard
Pafford)
- Revise documents as per city Attorney's recommendation (Ginn
& Case, Inc.)
The next scheduled meeting is February 10, 1992, at 2:00 p.m. in
the conference room at the North Service Center. Presentation
format will be reviewed.

You are cordially invited to attend a town meeting concerning the
construction of the Grapevine Creek Sewer Trunk Main from
Southwestern Blvd. to MacArthur Blvd. This sewer main generally
follows the alignment of Grapevine Creek from Southwestern Blvd. to
Mockingbird Lane and is north of and adjacent to the St. Louis and
Southwestern R.R. from Mockingbird Lane to MacArthur Blvd.
Prior to the start of construction, the City will be obtaining both
permanent and temporary easements from some of the properties. The
City has retained George Schrader to assist in those acquisitions.
To address specific questions and comments, the City of Coppell has
scheduled three separate meetings. Because the meetings will
provide detailed discussion about the limits shown, you are urged
to attend the meeting that corresponds to your location. If you
are unable to attend on that date, please feel free to attend one
of the other meetings.

4. Appraisal Procedure relating to the Whole, Part
Taken, Remainder and Temporary Easement.
5. A City description.
6. A description of the neighborhood.
7. A description of the Subject Property.

d. Temporary easement--if any
8. Highest and Best Use analysis for each segment of the
subject.
9. Land valuation:
a. land sales--summary and detail sheet.
b. land sales analysis.
c. land sales map
d. Est. Market Value of the Whole Property.
e. Est. value of Part Taken--Easement area before
and after.
f. Est. value of the Remainder--before and after
the taking.
h. Est. value of damages--if any.
g. Est. value of a Temporary Easement--if any.
This conforms to the Appraisal Foundation and the Appraisal
Institute standards and are the standards recognized by the
Texas Real Estate Commission--Appraisal Certification.

proceed with preparation for appraisals when they are
