During easement negotiations for the route to imta~ the 24" water line west ~om State Road to ~e new elevated
storage ink, it has become clear ~at the tern of which ~e prope~ owner ~ reques~g is not in ~e best ~terest
of the Ci~. Most recent revisions ~om the prope~ omer's representative include lan~age about the waiver of aH
~mre water impaG fees. This is agreeable to the Ci~, however, ~ere is also language concem~g ~e waiver of all
~mre roadway impaa fees for ~e development of ~e land. ~e land itself is approximately 100 a~es and ~e
waiver of all ~mre impa~ fees for ~e roadway could be ~e waiver of a substantial doll~ amount. ~e Ci~ needs
53,492 square feet of easement, 116,915 square feet of tempora~ cons~ion easement ~d 13,068 square feet of
right-of-way ~om th~ prope~ om~.
The City has continued negotiations with the property owners, however, we have also explored other options to
install the 24" water line. The suggested change order is to reroute the proposed 24" water line south on State Road
to the northern edge of the Wagon Wheel Park property. At that point it is recommended to bore about 468 feet
under the existing creek to save the creek and the trees along the creek bank. The remainder of the distance from
the creek to the elevated tank would be open cut along the northern edge of the Wagon Wheel Park property;
working around as many trees as possible. All easements and right-of-way necessary for the installation of the water
line along this route are currently in place. The majority of the amount of the cost associated with this change order
is to provide options to $182,500 for the 468 feet of boring under the creek. The final cost of the change order is still
being negotiated with the contractor.
Staff is still negotiating for easements along the original route and price considerations along the alternate route.
However, to provide options to expedite the installation of the water line to ensure that the elevated tank can be
supplied with water ~/nd brought on-line as soon as possible, staff recommends approval of the change order in an
amount not to exceed $250,000 and authorizing the Mayor to sign. Staff will be available for questions at the
Council meeting.

FINANCIAL COMMENTS:
Funds for this change order will be transferred from the 1997-98 Excess Revenues of
the Water/Sewer Fund.

A. INTENT OF CHANGE ORDER
The intent of this change order is to modify the provisions of entered into between the City of
Coppell, Texas and Fox Contractors, Inc., P.O. Box 951, Mi Texas 76065, for construction of the
Sandy Lake Road Water Line - Wagon Wheel Elevated Tank to Denton Tap Road, dated
December 8, 1998.
B. DESCRIPTION OF CHANGE
At the request of the City of Coppell, the alignmen 24-inch water line from Station 2+ 15.30 (Start) to
Station 45+49.73 (State Road) is hereby revised on revised construction plan sheets 1A through 5.
The revised sheets are marked with "Change Number 3" along the lower border and are hereby made
a part of this change order by reference. As a '.ult of the re-alignment, the project quantities are revised as
shown in Section C of this change order.
