Attached is a request by KENKO, Inc. to begin Branch II prior to completing
Branch I. This matter has been discussed extensively on previous occasions. It is still our
opinion that it is not in the best interest of the City of Coppell to grant this request.
We await your decision on this matter before responding to KENKO's letter.

Dear 8irs:
8outhland Contracting, the micro-tunnelling subcontractor for
the referenced project has completed in excess of 1900 linear foot
of 30" micro-tunnel as of this date. They are complete up to
8ration 92+45 and will soon commence micro-tunnel construction
under East Bethel Road. Although the work has not progressed as
expeditiously as anticipated or desired, 8outhland has more than
adequately proved their capability in performing and completing the
work.
With the above facts in mind, Kenko respectfully request
permission to remobilize to the site and begin the open cut
construction of Branch II. It is anticipated that Kenko will have
a crew available for this work within the next week to ten days.
