Dear Mr. Morton:
Your assistance is requested in opening new Royal Lane for the
construction contractor of the U.S.P.S. facility on Bethel Road.
The U.S.P.S. issued the notice to proceed to Spaw Glass General
Construction, Inc. on October 29, 1988 for the construction of
the new Mail Processing Center. It is imperative that Royal Lane
be opened now for the construction contractor. The reasons that
this opening is important are as follows:
The contractor's plan of work is to start paving the
entrances from Royal Lane into the site as soon as possible.
This will allow the construction to continue even during
periods of inclement weather. Delays to the contractor
because of access problems to the site could cost the
U.S.P.S. additional money.
The contractor had planned on using 1-635 and Royal Lane for
access to the site with his heavy equipment. Since this road
is not open, the contractor will be forced to use Bethel
Road to bring in materials and equipment with his heavy
trucks. Bethel Road is not designed nor constructed to
handle a large volume of heavy truck traffic. We must do
everything possible to keep the large trucks off of Bethel
Road.
Freeport Parkway will be closed to traffic during the
construction of the drainage structure beside Minyards
Warehouse. This will greatly reduce the access to the site
and will route construction traffic through the residential
area.

The U.S.P.S. agreement to purchase the construction site had a
stipulation that the Royal Lane extension from 1-635 to Bethel
Road would be completed within 9 months after the date of closing
(June 1987.). Therefore, Royal Lane should have been completed
around March 1988. The City of CopperS19 6_8_~.1 called
for an early completion of Royal Lane in support of the purchase
agreement.
If Royal Lane can not be opened to the general public, we request
that access be granted to Spaw-Glass General Contracting,Inc.
A prompt response will be greately appreciated.
