ST8807-CS 881018COPPELL PUBLIC WORKS lqEIqO~UM Oc{.ober 1.8, 1988 'J'u. Steve Goram, Director of Public Works F?, ¢'~M: 1:', E: Steven M. Morton, Chief Developmental Inspector .,l~v,'~, in response to Clyde Sifford's response to my punch' list dated t~,;12/i-~ received 10/17/88 (m~, oI' the major problems I am faced with in referenc&~'to traffic control devices was the layout design. It is my understanding that i will layout the proposed signage for Royal Lane, which will include the proposed layout to be submitted to the Texas Highway Department for their approval. It is also my undegstanding that this layout will be reviewed by Public Works, Russell Doyle, and Clyde Sifford prior to submitting the layout to the Highway Department for their ~na]. approval. I have at this time completed the rough layout, wl~ich i,dicates signage and additional pavement markings not ~.'~p~,,::~l:ed in the plans approved by Ginn. Clyde is assisting me i;~ pr'ol,¢~r[y locating spacing of sigqage for compliance with required ,1~ :~i~;n ~;peed distances. I should have my layouts complete by 10/18/88. '1'1,,.~ redesign of the medians in the intersection of 635 and Royal I~:,~ w'i]l 'be done by DeShazo Starek & Tang. This redesign is being/';~ ¢l,.~ne because the Highway Department rejected the previously approved de~;ign due to traffic and topographic conditions. In my opinion, ~t',~ design cost and any additional cost to this intersection (medians & striping - under/overpass) should be absorbed by Thompaon. The additional traffic control signage and marking potentially required c,l the f:itw at this time is as follows. " 6" ::;top bars = 50'+ If total le~,: only - thru lane only - right only signs ~..:~::,~!, ~ight -- stop ahead 4 -. railroad crossing signs ,q-. call. road crossing pavement markings '2 - 4" x 40 white edge of pavement markings 4 -P-15 W reflective buttons white d- i~-7 W white non-reflective buttons '~- ~i" × 6" reflective jiggle bar buttons 'l~l~i~; does not include cross hatching south' median nose "or edge of pavement stripe to close north median nose (City options, not required). In reference to hydromulching (erosion control), all the channel banks should have some sort of erOsion prptection to minimize silty of the concrete pilot channel and min~'mally conform to the streetscape plan. However, taking into consideration that Channel ~"A" (the channel along Bethel) will potentially be enclosed under the pgstal f~ci'[ities contract, which will be issuing a nO~i~!~i!~!~~d~ , . . ~0/25/88. i;l~;~nnel "B" (parallel to Royal Lane at the West Service Center) will need to have banks protected. Due to th'e 'fact that everything west i~rom Royal to 121 and from railroad to Bethel, includin:g the West Service Center property sheet flows to Channel "B". Ig:'~s..already showing s~gns of erosion. I~ still feel that all the '~d,~an~ also need to have some sort of erosion protection installed seeing that ~;l~,¢y will shed water and mud into street and the north and south ,-~ed~ans ~:~re not totally encompassed by curbs. At the present time Uvalde has just a few items to complete (other than the items in dispute).~~ l) Ail paint striping will have to be milled off and repainted due to improper location and sub-substandard quality and workmanship. 2) Ilydromulching out and clean Channel "A" d t~re Hydrant Adjustments r;iven ilval, des past performance on this project, this could take any where from two (2) weeks to two (2) months. Upon their completion of the later items they will be adamantly requesting final walk thru and city acceptance. q'l~is last item brings up a point that I also need clarified as soon a~; pns~;ib'le. It is the opinion of Uvalde and DeShazo St~~ y~u p]*ase inform me of the City sta.dce on th~ To close on a positive thought, Buckelew Construction is proposing a change to substitute pouring inplace the Freeport crossing in lieu of prec~,s~: at a savings to the City of eight to nine thousands dollars. 5teven M.
