Staff requests Council's approval to advertise and accept bids for this project and return to Council with a recommendation to award bid. If approval of this request is granted, advertisement will be placed in the papers this weekend and the bids opened January 29, 1990. Planning Coordinator Taryon Bowman made the presentation to the Council. Ms. Bowman stated that the previous plat being abandoned was approved by Council on September 8, 1989. This plat backs-up to the east end of Kaye street. After approval of the original plat the Engineering Company later determined that the grades were to steep along the north side. of the property between the proposed sub-division and the existing sub-division to the north. To alleviate the problem of building a retaining wall along the north the applicant increased the width of the platted alley from the required minimum of fifteen (]5) feet to twenty (20) feet. The Development Review Committee reviewed the corrected plat and their only concern is with the maintenance of the grassy areas along the north side of the alley. The Planning and Zoning Commission has recommended approval of this plat with the condition that a note be placed on the plat that the homeowner is responsible for mowing the grass on the other side of the alley. Following discussion on this item, Councilman Robertson moved that the plat be approved with the condition as stated. Councilman Thomas seconded the motion; motion carried 7-0 with Mayor Pro Tem Wilkerson, Councilmen Thomas, Morton, Smothermon, Cowman, Robertson and Nelson voting in favor of the motion. Item 29: Receipt, discussion of status report on City of Coppell Volunteer Program - Gary Sieb. Planning and Community Development Director Gary Sieb made the presentation to the Council and informed them that this item would be placed on the January 9, ].990 City Council meeting. It will be discussed by the D~rectors at their staff meeting on December 13, ]989 and included in the FYI packets for' the City Council on December 15, 1989. No action was required on this item. Item 30: Discussion, review and consideration of the status of completion of two current capital improvement projects; Denton Tap Road from Beltline Road to Sandy Lake Road and north of Sandy Lake Road to Denton Creek. Mr. John Karlsruher, representing Ginn, Inc., was present to discuss this item with the Council. Mr. Karlsruher stated that both projects are nearing completion and that a f~nal report to the Council will be forthcoming. It was the request of the Council that a report be forwarded, setting out in laymans terms, the reasons for the delay in the completion of this project and that it be provided to the Council prior to City Council action on the final payment of this project. IStaff was also requested to include on the January 9, 1990 City Council agenda an item for Council consideration for completion of Parkway Boulevard. Item 3]: Review, discussion, consideration of approval of a report regarding vehicular traffic sight distances on drives and' cross streets along Beltline (north-south) and Denton Tap Road from IH-635 to Denton Creek. City Engineer Russell Doyle made the presentation to the Council. Mr. Doyle stated that an additional sign at Town Oaks Center would need to be moved. The cost of moving this sign is not included in the requested $4,500.00 funding. Item 17: Status report on various City projects; a) b) c) a) e) f) g) h) i) Ground Storage Tank 24" Water Line 12l Ramp ~nd Interchange Study South of Denton Creek Street Overlay Projects Pelican & Bethel Drainage Improvements Beltline & Denton Tap Parkway Boulevard Funding Methods for Streets and Drainage Dart Petition a) Ground Storage Tank - Consulting Engineer John Karlsruher made the presentation to the Council stating that the Ground Storage Tank is approximately 96 per cent complete as of August 31, 1989. The tank is anticipated to be in service by January 1990. b) 24" Water Line - Consulting Engineer representative John Karlsruher also made this presentation to the Council. Mr. Karlsruher indicated that this project is complete, it is in use and it was brought in under budget. c) 121 Ramp and Interchange Study South of Denton Creek - City Engineer Russell Doyle msde the presentation to the Council. A study was previously authorized by Council to be completed by K~.m]ey-Horn. A submitted report has been received from Kimley-Horn and is presently being reviewed by staff. This report will be forwarded to the City Council in their FYI packets or will be presented at the next Council meeting. d) Street Overlay Projects - Park Foreman Richard Diano made the presentation to the Council. He presented a schedule for completion of several projects for street overlays within the City. e) Pelican & Bethel Drainage Improvement~ - Consulting Engineer representative John Karlsruher gave the presentation on this item. He stated that the improvements to these two drainage areas are complete. f) Beltline & Denton Tap - John Karlsruher, Consulting Engineer representative, indicated that the Beltline portion of this item was discussed and presented under Item 15 with the project being approved for final acceptance. The Denton Tap portion of this project is progressing slowly. varkway Boulevard - This item was presented to the Council by City eer Russell Doyle. He stated that the ' final design for the ements have been completed; however, the cost is higher than originally anticipated. The new cost for this project is $151,000.00. h) Funding Methods for Streets and Drainage - City Attorney Lawrence W. Jackson made the presentation to the Council indicating that the City is not eligible for the additional one cent ($.01) sales tax. He further stated that he has a legal opinion coming from the comptroller's office on this subject. i) Dart Petition - City Secretary Dorothy Timmons made the presentation to the Council. Ms. Timmons stated that in addition to the information presented in the Council Packet, the current status of the petition is that it was officially filed on Friday, September 22, 1989.
