Dear Sirs:
Kenko respectfully request permission to continue the
"open cut" construction of this project by moving ahead on the line
to Branch II. It is anticipated that Kenko will be ready to move
to Branch II in early August. Tie-ins and testing on Branch I will
proceed as the micro-tunnelling construction allows.
Since concern has been voiced regarding the micro-tunnelling
construction the undersigned discussed the project with
Charlie Griffith of Southland Contracting. Mr. Griffith reaffirmed
his commitment and confidence in the micro-tunnel construction. It
should be noted for the record that with the exception of the
589 linear foot of micro-tunnelling added by Change Order No. 3,
the remaining micro-tunnelling will be constructed on a
significantly greater grade.
The 24" Branch II line commences at an elevation 9.5 feet
higher than the end of the 30" Branch I line. At approximately
Station 16+15 the new 24" sewer begins paralleling an existing 12"
sewer line. A proposed tie-in at Station 38+17 will allow the down
stream 12" sewer to be abandoned. This tie-in cannot be made,
however, until Branch I is completed. Kenko does not foresee any
problems with constructing Branch II in August/Septgmber and making
the tie-ins as dictated by down stream construction.
A final area of concern with the Branch II construction are
the trees along the Bethel Road fence row. The proposed alignment
for the 24" sewer line places it in relative close proximity to the
trees. The trees will be in jeopardy considering the deep
excavation required. A possible solution to this situation would
be to shift the alignment south, farther away from the trees.

In conclusion, Kenko restates its desire to continue the
"open cut" construction during the dry months of late summer and
early fall. Kenko is highly confident in its own ability as well
as the ability of its subcontractors to complete this project as
designed.
