Royal Lane Paving Improvements
In the short time frame available to us, we made a cursory
review of the above referenced subject for general conformance
to the City of Coppell Subdivision Ordinance, Zoning Ordinance,
and applicable standards. The following sets forth our
comments.
1. Prior to acceptance by City of Coppell for maintenance,
etc., a right-of-way dedication is required for the proposed
paving improvements.
2. General notes, 913, delete Ginn, Inc. as being called upon
for inspection. Contact Mr. Steve Morton, City Inspector.
Note 915, batch plants and construction storage need S.U.P.
for City of Coppell compliance.
3. Provide right-of-way map with names of all adjoining
landowners.

Provide lighting plan.
Provide streetscape plan.
Have plans stamped by registered engineer.
Verify coordination with railroad and petroleum pipeline
companies. In the past, requests for railroad crossings
have had to come from City, not individual landowner.
8. When will future widening take place and who will be
responsible for construction and costs at that time?
9. Provide written approval from railroad regarding ~-
right-of-way, slope easements, etc.
10. How set are future driveway locations? What kind of
provisions are made for crossovers, median openings, etc.,
whenever a drive is constructed?
11. Subdivision Ordinance states right-of-way to be 130' in
width within 300 feet of intersection. This shall be
required at Bethel School Road/Royal Lane intersection.
What is shown on plans does not indicate that at this point
in time.

12. Design of Royal Lane south of Bethel School should reflect
the proposed widening of Bethel School Road.
13. Using TP-40, City standards requires system to be designed
using 100-year storm frequency.
14. Subdivision Ordinance states no open channels are allowed;
such as Channel "B" or temporary Channel "A". How temporary
is Channel "A." If Channel "B" is designed to carry 1200 cfs,
what will happen when this flow reaches Freeport? Appears
no provisions are made at this time.
15. If open channel should be allowed, 4:1 side slopes are
required and concrete pilot channel also.
16. No landscape plan for median or proposed channel has been
shown.
17. Indicate easements for channels.
18. Who is responsible for "future improvements downstream" as
stated on the plans?
19. What type of erosion protection will be provided along
slopes in and around railroad tracks area?
20. What type protection provided at channels and end of box
culverts?
21. Water surface elevations in channel at end of box culverts
do not agree from culvert sections to ditch profiles.
22. Will culverts have handrails or metal beam guard fence for
safety?
23. Show profile of ditch (swale) on west side of proposed Royal
Lane. Show typical section with slope indication.
24. Where future driveways cross over Channel "B" what will be
requirements?
25. Is 2500 psi concrete for ditch improvements adequate?
26. Channel "A" does not take into consideration the widening of
Bethel School Road in the future. Channel "A" also shows a
0% grade on the flowline of the channel. How will this
provide positive drainage?
27. What is the capacity of the portion of Channel "A" from
Station 11+91 to 2+90?
28. Water line from Cotton Road to Bethel School Road shall be
16" not 12" as proposed. Provide water service to medians
for irrigation.
