memorandum from the Airport's Planning and Engineering
Department concerning the Royal Lane extension. This
memo outlines the Airport's concerns with regard to Royal
Lane, and would need to be addressed before any license
agreement can be finalized.
The Airport is willing to meet with your Client's
engineers to discuss this in greater detail. Any assistance we
can provide will be available at your request.

Request for R.O.W. & Drainage Easement Between I.H. 63.5 (k Bethel Road (Royal Lane
Purpose: The purpose of this memorandum is to provide comments ona request by Albert
H. Half[ Associates, Engineers for Thompson Management for the DFW Airport to provide
R.O.W. and drainage easement for the extension of Royal Lane from I.H. 637 to Bethel
Road.

Issues:
o Evaluation of the Alternative proposals.
Relocation of an Existing Explorer Pipeline.
Assumptions:
o The DFg/ Airport would not be required to participate in the maintenance of the
proposed facility.
Description of Proposed Development:
o At Grade Railroad Crossing Alternative:
- Right of Way - I lO' x 2,900' (approximately 7.7 acres).
- Drainage Easement - 60' x 1,7}0' (approximately' 2.5 acre-:).
- Total area requested appro×imate!y 10 acres.
- Proposed roadway is ~ lane divided 5)' median.
- Proposed drainage structure is shown as 6 feet deep, a ten foot wide
bottom wkh sides sloped at a 1 to ~ ratio.
° Overpass Railroad Crossing Alternative:-Generally as described for the
Grade Crossing Alternative; however, this alternative would require about
11.7 acres for P.O.%:. and drainage easement, an increase of approximately
1.7 acres.

Count)' Line Road.
The parcel has approx]mately !,500 leer frontage on the west bound entrance ramp
to I.H. 63~.
The St. Louis - Southwestern Railroad divides the property, and there is
approximately 1,600 feet rail frontage on the north parcel and the south parcel.
The north parcel is north of the railroad and east of County Line Road and contains
approximately 1 l0 acres.
The DFW property drains to the east and north.
Current use - the south parcel is falIow with no recent cultivation. The north
parcel has been recently cultivated. Also, there is a City of Coppell Maintenance
Facility located in the northeast corner of this parcel. It appears this facility
occupies approximately ~.5 acres~ and the proposed ROW and Drainage easement
will reduce the size of this facility.
Proposed Use - The current ALP designates this area for "Airport Support". Airport
Support areas were provided to support air cargo operations and would include, for
example, freight forwarding facilities as well as other air cargo related operations.
The proposed ROW alignment appears to be on or very near the alignment of the
Service Road shown on the ALP.
° Other Considerations
Royal Lane is partially developed betw'een S.H. 11~ and I.H. 635 (at least 2
lanes).
Royal Lane (# lanes~ median divided) is complete from Bethel Road north to
within 1000 feet of S.H. 121, with the last 1000 leer under construction.
Evaluation of Alternative Proposals:
° Both alternatives provide benefits as follo~vs:
Develops a portion of DFC' proposed Service Road System; however, as
proposed, this ~'ould be a public road.
Provides north - south access, along DF~, East Boundary, North of I.H. 635.
Provides north - south access to proper,.)' having rail and I.H. 63.S frontage.
o Both alternatives have the [oI]owin§ comparative disadvantages:
The on grade alternative requires about l0 acres of Airport property while the
overpass alternative requires approximately 1 1.7 acres.
Both alternatives impede access to Airport property because of the large
drainage structure north of the railroad. The overpass alternative provides
additional access barriers north and south of the railroad.
Both alternatives impact the storage yard of the City of Coppell Maintenance
Facility.
There may be as much as 2200 feet of a petroleum pipe line that must be
reIocated because of the adjacent lando~vners development plan.
The overpass alternative would require borrowing from the DFW property.
Conclusion:
This road development would provide north-south access to approximately 12.~ acres of
Airport property with good highway and raiI access. However~ there would be no other
Airport controlled infrastructure (water and sewer) to support a development at this time.
Recommendations:
Approve the request and issue a license for the Right of Way for the Overpass alternative
with the following conditions:
Borrowing will be permitted from the south 1.5 acre parcel only. Site must be
properly drained, and top soil and ground cover replaced. Final elevations of the
site shall be approved by DFW prior to excavation.

Drainage structure design for water shed on DFW shall be based on the water
shed being fully developed. All drainage structures shall be approved by DFC.
All calculations used in developing the design shall be submitted to DFW with
the design.
The open channel drainage structure shall be placed to the east of Royal Lane on
the developers property, with adequate structures under Royal Lane to handle
the runoff from the DFW property.
The developer shall design the access to the DF\V south parcel, and after
obtaining approval from DF\V of the design shall coordinate the design and
obtain the necessary permission, if required, from the State Department o[
Highways and Public Transportation.

7. All expenses associated w~th the survey, design, construction, relocation,
maintenance and other activities associated with the subject project shall be
borne by the developer.
8. All coordination with other local and state agencies, pipeline company, railroad
and others shall be accomplished by the developer.
