He is trying to put his budget together since they are closely approaching the time that they might be ready to close on phase I. He has two main questions still remaining. Greg said that Oncor told him that the first person that asks for service at this site is the one stuck with the bill for the transformer for that service. So, if the City asks for service for the street lights first, we will be the one stuck with the bill for the transformer that has to go in to supply that service. He asked if the City is billed for transformers or do we get them free of charge? If the City does in fact have to pay for them, are we expecting Greg to cover that cost? If so, he needs to calculate that in his costs right now. His second question about the construction conflicts due to phasing pertains to storm water. He said that since the City plans of servicing the residential and the retail service buildings from the rear, he is concerned about the storm water. He thinks he will have to put 1 or 2 drop inlets in both the alley and the retail service court so he is concerned about messing up the water and sewer taps that will already be in place. He would like to figure out a way to coordinate his storm water with the utilities now if possible. I asked him if that is what Freese & Nichols would do for him if he does in fact hire them now, and he said that they are going to hire them but he needs to figure out some budget costs first to make sure he is going to do this deal before he takes on the expense of Freese & Nichols. He would also like some idea of what the City is planning on asking him to pay in reimbursements for all the work the City will be doing on his behalf so that he can calculate it in his budget. If we have answers to all of his questions that we can just communicate to him now, he said that is fine. Otherwise, he does think it is necessary to have a meeting. We cannot figure out what to do because we can't move forward without some sort of an estimate. Are they responding to you? We are nearly done with Darling, but they're trying to figure out the ambiguities of "noise-abating construction" required by Council. Darling is already considerably less than our revenue budget so we are trying to help them address this reasonably. We are hiring them to estimate our portion of the infrastructure and phase 1 construction. Have we determined a way to address the engineering conflicts dues to phasing construction?
