I have received a request for information from DeAnna Johnston in which she requests any
documents received from TARL in regard to historical or recorded sites in the area where sewer
lines are being installed. I spoke with Ms. Johnston about TARL on July 14, 1993. She had
sent a letter to the City Manager requesting the same information. I called her to inquire what
the acronym TARL stood for. She was unable to provide this information. She would only
state that she had heard it from a member of the Historical Committee and that I should know
what the acronym stood for. We did ask Ruth Bison in the Library to research their records to
ascertain what the acronym stood for. Her records revealed that it is the Texas Archeological
Research Laboratory. I called the laboratory on July 14, 1993 and was transferred to the
Department of Antiquities Protection and spoke to Mark Denton. Mr. Denton explained the
Department of Antiquities Protection process to me and as a result of that telephone conversation
I have forwarded a letter to Mr. Denton along with a general sketch of where the sewer line is
being installed in relationship to Grapevine Creek through the park site. The important thing
to note from Mr. Denton is that the Department of Antiquities Protection pertains only to
municipal or county owned land not to any land within a city.
In response to Ms. Johnston's request for information, there are no documents received from
TARL, because TARL has only been recently contacted. When the documents have been
received then obviously they can be forwarded on to Ms. Johnston. She goes on to request
documents from TARL along the entire Grapevine Creek and also any other utility projects
within the City of Coppell. This is a very vague portion of the request. Is she requesting that
we send her information on every utility line that has been installed within the City of Coppell
or is she requesting any documentation from TARL pertaining to any utility line installed in the
City of Coppell? As previously stated, TARL has not been contacted on any city utility projects
within the City of Coppell that I am aware of. Therefore, I have no information to offer Ms.
lohnston. I request that a copy of this memo not be forwarded to Ms. Johnston because it is not
specifically what she requested in her request for information.

Only July 13, 1993, a request for information was submitted by Ms. Johnson to the City Secretary's
office requesting any documents and/or information pertaining to the route considerations for the
sewer line along Grapevine Creek. The City did look at several different routes prior to choosing
the route through the park. I have checked my files and been unable to locate any documents
pertaining to route considerations through the park site. Therefore, it's possible that the information
pertaining to the route considerations is housed at the office of The Ginn Corporation. I have
contacted Mr. Ginn about this matter and have asked him to research his files to ascertain any
documents that he may have pertaining to this situation. He has indicated that he should have that
information sometime in August. Therefore, if the City has any information, it should be available
to provide to Ms. Johnson by August 31, 1993.
