SS9301-CS 930323M~ch 23, 1993 Grapevine Creek Sewer Trunk Main - File A preconstruction conference for the captioned project was conducted in the City of Coppell first floor conference room @ 255 Parkway Blvd., Coppell, Texas @ 9:00 a.m. on the above date. Ken Griffin, City Engineer, Garreth Campbell, Project Representative and Larry Davis, Construction Inspector of the City of Coppell, P.O. Dan Frettinger, representing Kenko, Inc., the General Contractor, 16415 Addison Road, Suite. 308, Dallas, Texas 75248, Telephone (214)931-9494 Fax (214)931-5474. Charlie Griffith, Clay Griffith and Bill Hite representing Southland Contracting, Inc., Mierotunnelling and Boring Contractor, P.O. The following issues were discussed: The preconstruction submittals will be sent to The Ginn Corporation for their review with approved copies forwarded to the City of Coppell. The contractor is to notify the Project Representative and The Ginn Corporation immediately of any conflicts between the plans and conditions actually encountered on the site. Safety is of the utmost concern and is the sole responsibility of the contractor. Mr. Griffin is working to secure all the necessary easements, but some delay may occur. A condemnation hearing is scheduled for April 6th on lots 8 and 9, Northlake Woodlands Addition (Brock Property). Mr. Parsons (part owner of the land east of Mockingbird) has indicated there is no problem with securing an easement. However, this has been going on for sometime and the easement is still not signed. Kenco has some preliminary activities to attend to prior to laying pipe, lowering the 42* water line, scheduling the bore @ MacArthur, etc. It was d 'eClXle~! a Notice To Proceed will be issued on or near April 15th, 1993. Mr. Griffith indicated he will be ready to begin micro-tunnelling by May 1 st. Mr. Ginn emphasized the concern for quality. Any proposed change in material, procedure, / construction methods, etc. will be considered, but quality will not be sacrificed. Any change // that affects the dollar amount of the contract, scope of the work or time for completion requires /" a Change Order. Major Change Orders may cause some delay because of the need for Council approval. Minor field changes are anticipated. All franchised utility companies and other entities with underground or above ground facilities within close proximity of the work area are to be notified by the contractor. Another meeting will be scheduled with those companies. It was recommended that video and still photographs be taken of the site prior to construction. All adjacent property owners will be notified and kept informed by use of the local newspapers, door hangers and personal contact. Police and Fire will be notified by the contractor when work takes place adjacent to public streets. Maxim Engineers, Inc., 2342 Fabens, P.O. Kenco will select a registered surveyor to do the staking on the project. Kenco will advise the Project Representative of their choice. The City of Coppell will require that the easement and construction limits will be staked, centerline shots will be taken on the S/S line and the City of Coppell will be furnished copies of all survey field notes. Ultra-Rib will be used in all open cuts and in bores. Hobas pipe will be used in microtunnel. Manholes will be cast-in-place. Kenco will use trench boxes for safety and protection. The contractor will get with the Project Representative at the end of each month and together they will estimate the quantities of work completed to date. An initialed copy of that estimate will be forwarded to The Ginn Corporation for their review. Upon approval, Mr. Ginn will forward the monthly estimate to the City of Coppell for payment. No payment will be made for materials on hand. The estimate will include a running total of the calendar days used to date. A calendar day is any day of the month, no day being excepted. This definition is different from that in the specifications, however it was suggested and agreed to by Dan Frettinger of Kenko, Inc. The contractor will submit to the Project Representative a written request to work any Saturdays, Sundays or holidays. The request will be submitted as far in advance as possible and will include the date requested to work and the work to be done on that date. Work on Saturdays, Sundays or holidays will be by approval only. The permit to do work within the railroad ROW has been secured. Work upstream of the pipe laying will occur only when the pipe laying has proceeded close enough to such work that the surveyor can ascertain with utmost certainty that the work being done upstream fits the horizontal and vertical alignment of the pipe already laid. Every effort will be made to save and protect any trees located along the project excavation. A water meter may be acquired by contacting Howard Pafford @ 462-8495. The meter will be set by the City of Coppell on a F.H. selected by the contractor. A deposit of $1000.00 is required. Mr. Davis pointed out that the City of Coppell has a noise ordinance and an erosion control ordinance.
