July I0, 1986 SUBJECT: Request for Change Order - Moore Road Paving Improvements Project 16" Lone Star Gas Pipeline Adjustments and/or Relocations Attached for your information, is a letter from Ginn, Inc., outlining problems being encountered with a 16" Lone Star Gas Pipeline along Moore Road. It appears that every effort has been made to require Long Star Gas Company to pay for the adjustments and/or relocation of these conflicts. The final determination places this responsibility on the City in the amount of $38,208.00. We are therefore requesting that this be placed on the July 22, 1986 City Council Agenda due to the amount estimated for this work. Our limit for change order approval is $10,000.00. This amount can be covered with Street Bonds, approved and sold for Moore Road Paving Improvements, without exceeding the total funds available. MEMO EP NOTES GINN, INC. Box 478 Coppell, TX 75019 Re: Moore Road -- 16" Lone Star Gas Pipeline Dear Mr. Powell: During the design phase on the Moore Road Improvements project, we became aware of utility conflicts between the proposed paving and utility improvements planned and an existing 16" Lone Star Gas Transmission line. We coordinated our design efforts with Lone Star Gas personnel at that time to try and reduce the number of conflict areas. After the number of conflict areas were reduced to a minimum, there still were four locations where lowering of their utility was required. We originally, during the design phase, anticipated the City would probably have to pay the costs for these lowerings due to some technicalities; however, we wanted to negotiate with Lone Star Gas to try to save bond funds. When construction began, we had the contractor again verify the elevations of the 16" gas line. After reaffirming where the conflict locations were, we researched possible options the City has in this matter with Mr. Larry Jackson. As a result, we took the position as stated in our April 25, 1986 correspondence to Lone Star Gas (see letter enclosed). We again consulted with Mr. Jackson after we received their reply (enclosed) on June 12, 1986. The net result is that the City of Coppell has exhausted possible options and will have to pay Lone Star Gas for these utility adjustments. Enclosed is their cost estimate. we recommend that the City of Coppell issue a letter of commit- ment to Lone Star Gas to pay for the utility adjustments. If the city pursues this issue now, we anticipate construction on the Moore Road project to continue to progress. Please contact us for any further assistance on this issue. Please confirm in writing these locations. (It is our understanding that the locations were Raven Lane, Pheasant Lane, Bethel School Road, and the west alley north of Villawood.) Also, please specify width, thickness, and strength requirements desired. The proposed normal concrete pavement shall be 6" thick with a 28-day compressive strength of 3000 psi. We hope that this will provide you the information you need to pursue this matter further. Please call if we can be of any assistance. Harwood Dallas, TX 75201 Re: 16" Lone Star Gas Pipeline Alterations Adjacent to Moore Road Improvement Project Coppell, Texas Dear Mr. Cromer: Mr. Larry Jackson, City Attorney for the City of Coppell, and our office have reviewed your March 23, 1986 correspondence on the above referenced subject. In your letter you requested that the City authorize Lone Star Gas to pursue alterations to your existing 16" gas transmission line with the actual construction costs being reimbursed by the City. The amount requested per your letter was not to exceed $38,208.00. As a result of our review, we met with you on April 23, 1986, to resolve the issues. This correspondence shall clarify the City's position on this matter. It appears the original 16" gas line was installed around the year 1915 and improvements were made to this utility around 1980. The improvements consisted of installing a new 16" pipeline adjacent to the existing line and upon its completion, the existing line was abandoned. The improvements extended from approximately Sandy Lake Road to Belt Line Road. The 1980 improvements should have been installed according to Federal Standards for installing the pipe that were in effect at that time. Specifically, we are referring to the Department of Transportation's, Title 49, Part 192 of the Code of Federal Regulations, "Transportation of Natural and Other Gas by Pipelines: Minimum Federal Safety Standards," which became effective November 12, 1970, and has been amended thereafter. With the assistance of Lone Star Gas personnel, field investigations were done to determine the cover on the 16" line. Investigations showed the present 16" line was never installed with the minimum 36' cover requirement (see Federal Regulations 192.5 and 192.327 attached) at the particular street crossings referenced in your March 23, 1986 letter. Therefore, the City of Coppell feels it has no obligation to finance any utility relocation to insure the pipeline has adequate cover. We suggest that Lone Star Gas, at their expense, make whatever alterations are needed for their utility to comply with the Federal Regulations. Dear Mr. Peiffer: A review has been made of your April 25 letter regarding the propOsed relocation of the 16-inch high pressure gas transmission pipeline, to acconm~date the subject project for the City of Coppell. Relocation of the gas line on the east side of Moore Road, south of Sandy Lake, was completed in 1963, prior to Federal Code. Relocation of the gas line west of Moore Road was completed in 1980 and only affected Christi Lane. At the time that all relocations were completed, a minimum of 30 inches of soil cover remained over the line. This amount of cover was in compliance with the appropriate Class I location, and this classifi- cation existed for some time after the Federal Code came into effect. The streets that were subsequently installed across the gas line were installed without the knowledge or approval of Lone Star Gas Company. In view of the above, please provide the previously requested authorization for reimbursement of cost, up to but not to exceed $38,208.00 as well as one approved copy of the relocation drawing to this office.
