Re: Moore Road Improvements
Dear Mr. Shannon:
Thank you for your letter of July 5, 1987.
I have reviewed the schedule for completing the above referenced
project with staff. It appears that GTE should try to begin
their construction within the next couple of weeks. Construction
of their new cable placements we are told will require
approximately eight weeks. Upon completion they will remove the
rocks and hydromulch the disrupted areas within the parkway.
Upon completion of this work, the city will expect you to
maintain the parkway in front of your property.
I understand the frustration you have experienced with the
roadway improvement project. As was conveyed at the property
owners meeting, inconveniences could be expected. I believe that
the community as a whole has felt to varying degrees the same
frustration that you have. The fact that your property fronts
this roadway, however, causes a more direct and daily impact on
your property versus someone else who resides across town. At
the same time, the trade-off of course is that your property has
enhanced in value as a result of these roadway improvements
versus someone across town.
In reviewing the overall content of your letter, please
understand that it has never been the intent to penalize, create
additional hardships c2 any discomfort to any property owner on
Moore Road. At the same time, just as the City of Coppell has an
obligation to you, a taxpayer, we have an obligation to the
entire community, all taxpayers. As a result, a section of the
parkway on the west side of Moore Road was not hydromulched with
the rest of the project since GTE was going to merely disrupt it
again. Therefore, a decision was made to save your tax dollars
which we feel is very important in these hard economic times.

In closing, I would like to add that we shall do everything that
we can to encourage GTE to complete their construction as soon as
possible. During their construction please feel free to contact
Mr. Steve Morton at 462-0022 who is the city inspector assigned
to overseeing GTE's work.
