Private Drive of Mr. Dennis Eastin and Moore Road
On October 1, 1986 Ed Powell, Randy Fleming, Butch E]]i~on and Reuben
Martinez all met with Mr. Dennis Eastin. Everyone agreed at that
time that a 12' drive would be constructed because there is only a
20' easement available to put it in; and due to the following:
1) Two 5' radiuses and a 12' drive is 22'
2) There are two drainage ditches para]]~]]~ng the existing 10' ~ravel
drive. (See attached Sketch and Agreement).
3) Possible expense of relocating 2 - 3 existing water meters.
I met with Reuben Martinez and Butch EliSion of Ginn, Inc. for two
and one-half (2 1/2) hours on Friday, March 27, 1987, to discuss
Mr. Eastin's request to have his private drive increased from 12'
to 14'.
We discussed ~]] options available, prior to Butch E]]~on's meeting
with Mr. Eastin, and came to the same conclusion as previously a~reed
upon. Before Butch' s meeting, Wayne Ginn instructed him to agree
to put in a 14' drive, and to tell me about his decision after the
meeting.
I feel this has put the City in a very awkward situation, since Moore
Road is a major thoroughfare and the drive will have a very small
radius, and may cause cars to either run over the curb and sidewalk
or swing into on-coming cars on the private drive. I also have some
concern about the drainage, since the entire drive is so flat. They
are going to put a 1' wide swales in the approach, which w~]] reduce
it to a 12' wide useable drive.

As per our meeting on September 29, 1986,.with. the City Engineer.
of Coppell, I have issued a field change to comply with our
agreement.
Since the top of'curb and the flo? li~e of ~he drainage ditch on

approximately the same, we will-lower the driveway approach.at
