Dear Mr. Wolfe:
We acknowledge receipt of your September 11, 1986
correspondence.
Mr. Ray Bailey, Ashlar Project Superintendent, was informed on
September 15, 1986, that the St. Louis & Southwestern Railroad
was contacted by our office the week of September 8, 1986,
regarding the status of your construction permit. At that time,
Mr. Dave AndreWs informed our office that the main delay to
issuing a construction permit was due to an expired insurance
certificate. He said he had verbally requested a renewed
certificate but has not yet received one. Please pursue this as
soon as possible and send us a copy of all further
correspondence you have with the railroad. Also, please send us
a copy of the original insurance certificate you sent the
railroad for our own review.
It is our understanding that Lone Star Gas has moved on site as
of September 15, 1986, and should require approximately two
weeks to complete all of their 16" line lowerings. As we
discussed with your project superintendent on August 19, 1986,
Ashlar should proceed immediately with the liming and paving
sequence on the east side (Phase I per your letter) of Moore
Road and not wait on Lone Star Gas to do their lowerings. We
informed Ray that he could have leave-outs in the lime and
concrete paving, if he should have to, in the areas of the 16"
gas line locations needing lowering and we would work with him
at those locations regarding lime content. Our primary concern
is that progress on the majority portion of the job should not
be delayed for the 1% or 2% of conflict areas.
In summary, we have repeatedly offered our assistance to both
the railroad and Lone Star Gas in whatever form they need in
order to help expedite their processing of permits and
scheduling of work. If you are aware of any items still
outstanding of which either of these entities need assistance
from our office or the City of Coppell, please let us know and
we will pursue those items as soon as possible.
