Box 4.78 Coppell, TX 75019 Re: Moore Road -- 16" Lone Star Gas Pipeline Dear Mr. Powell: During the design phase on the Moore Road Improvements project, we became aware of utility conflicts between the proposed paving and utility improvements planned and an existing 16" Lone Star Gas Transmission line. We coordinated our design efforts with Lone Star Gas personnel at that time to try and reduce the number of conflict areas. After the number of conflict areas were reduced to a minimum, there still were four locations where lowering of their utility was required. We originally, during the design phase, anticipated the City would probably have to pay the costs for these lowerings due to some technicalities; however, we wanted to negotiate with Lone Star Gas to try to save bond funds. When construction began, we had the contractor again verify the elevations of the 16" gas line. After reaffirming where the conflict locations were, we researched possible options the City has in this matter with Mr. Larry Jackson. As a result, we took the position as stated in our April 25, 1986 correspondence to Lone Star Gas (see letter enclosed). We again consulted with Mr. Jackson after we received their reply (enclosed) on June 12, 1986. The net result is that the City of Coppell has exhausted possible options and will have to pay Lone Star Gas for these utility adjustments. Enclosed is their cost estimate. We recommend that the City of Coppell issue a letter of co~mit- ment to Lone Star Gas to pay for the utility adjustments. If the City pursues this issue now, we anticipate construction on the Moore Road project to continue to progress. Please contact us for any further assistance on this issue. Sincerely,~~~.
