re-designing that end of the storm sewer system.
[~uring the six months since the work order was issued, that same six
m~,~Lh period has been spent in reduced production and great concentration
~,, L),e aforementioned conflicts instead of smooth progress on the job
u,~der contract. Ashlar Contracting has had a salaried Project Manager,
and , hourly employee on the job site for the entire period of indecision.
Ashla~ Contracting has maintained the temporary Asphalt Widening for
th~ o~tire period of indecision. This same widening was designed for a
considerably shorter period of time than it has already been installed and
the ,mintenance of it is increasingly expensive. Ashlar Contracting has
been exposed to damage claims by the traveling public for the same entire,
period of indecision. To reiterate, the Moore Road project is suffering
~. Lxtre~nely slow response from Utility Companies.
;'. Xndecisive response from the Project Engineer.
The results from these two 1rems are:
1. The citizens of Coppell and the City Fathers observing very
limited progress and not being aware'of the causes will
naturally blame Ashlar Contracting Company as an in-effeciant
Contractor.
2. Ashlar Contracting is exposed to costs above projections to
maintain detour'. ,.
3. Ashlar Contracting is exposed to additional costs in super-
vision of a project that should be in it's final stage, but in
fact is Just beginning to show progress.
4. Ashlar Contracting's Sub-Contractors are experiancing additional
costs by being forced to install small portions rather than one
half at a time.
5. Ashlar Contracting will.continue to be exposed to additional
claims bY the PubliC.
It appears that an inadequate amount' of time was spent in the
phe~sobility planning and design stage Of this project. Consideration
thould be given to Why manY, if not all of these conflicts could have been
corrected prior to issueing the work order for the current contract.
^shlar Contracting'Company is asked to reduce the submitted price for
work o~ utility conflicts each time one is submitted, with no decision
~mi,g from the owner, Ashlar is then forced to lower the price because
tk,._, d~lays in the project cost more than the costs of the requested change
orders.
The pressure that comes to Ashlar Contracting to accept any conditions
th,t now exists on the project because of delays such as utilities, conflicts,
t),~ right of way not being obtained, slow payments, reduced payments,
deleted item payments, and told to work around all the above, is an unaccept-
able condition that must be rectafied as soon as possible.
In regards to your letter of May 27, 1986, we have drilled a new
;~)'~ l)rill Shaft, 3' toward the center line from the original rejected
~0" Drill Shaft. Please contact your structural engineer for additional
~,~.iqn work on the South Abutnmnt because of this errow.
At this point in time, a meeting of nature similar to the pre-construction
~(~{.ing should be arranged. This would allow all parties concerned to
~L~hlish accurate, completion date~ for all of the pending dectssions and
~io~s that are prerequisites to the eventual completion of this project.
