APPROFE '°'''- BY ; . . o .: The contractor for the Grape¥ine Creek Sewer Trunk Main Branches I & II has recently begun micro-tunnelling Bethel Road in the Creekview Subdivision. On December 2, 1993, a public meetings was held with the residences of the Creekview Subdivision. Approximately 20 people attended that meeting. One item of concern mentioned in the meeting was that during the operation of micro-tunnelling Bethel Road there would have to be restricted parking in the general vicinity of the construction.. Basically, the equipment and the trench will take up approximately one-half of the roadway width. If there were a car parked on the opposite side of the roadway in the vicinity of the construction the street would in effect become impassible, i.e. blo~ked. Therefore, it is our intent to post "No Parking" signs along the roadway in the general vicinity of construction so that the City can ha~:e some control over restricting parking. This will be enforceable and if need be the Police Department could issue citations for vehicles who still choose to park in the area. The entire roadway will not be posted "No Parking" at one time. We will only be posting in the general vicinity of the construction. Therefore, no one section of the roadway should be affected more than four to six weeks. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS: SECTION 1. That Chapter 8, Section 8-3-1, of the Code of Ordinances of the City of Coppell, Texas be and the same is hereby amended in part by adding Subsection D to read as follows: "C. TEMPORARY NO PARKING ZONES AS DIRECTED BY CITY ENGINEER The City Engineer may direct the placement of temporary "No Parking" signs on streets or roads in areas where construction activity creates a hazard to traffic and the City Engineer deems it necessary for the safety and welfare of the public to temporarily restrict parking on such streets or roads; and it shall be unlawful for any person to park a vehicle in any such area so designated by the City Engineer." SECTION 2. REPEALING CLAUSE All parts of ordinances, inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. SECTION 3. SAVINGS CLAUSE An offense committed before the effective date of this ordinance is governed by the prior law and the provisions of the Code of Ordinances, as amended in effect when the offense was committed and the former law is continued in effect for this purpose. 1 AGG05036 SECTION 4. SEVERABILITY CLAUSE If any article, paragraph or subdivision, clause or provision of this ordinance shall be adjudged invalid or held unconstitutional, the same shall not affect the validity of this ordinance as a whole or any part or provision thereof, other than the part so decided to be invalid or unconstitutional. SECTION 5. PENALTY CLAUSE That any person, firm or corporation violating any of the provisions or terms of this ordinance shall be subject to the same penalty as provided for in the Code of Ordinances of the City of Coppell, as heretofore amended, and upon conviction shall be punished by a fine not to exceed the sum of Two Hundred Dollars ($200.00) for each offense; and each and every day such violation shall continue shall be deemed to constitute a separate offense. SECTION 6. EFFECTIVE DATE This ordinance shall take effect after its passage and the publication of the caption as the law and charter in such cases provide. Approval and confirmation of Police Reserve Officers Thomas Payne Galbraith, Jr. and Franklin Frederick Meyers, Jr., by the Mayor and City Council. Captain Todd Renshaw made a presentation to the Council and introduced two volunteer police officers, Tom Galbraith and Frank Meyers. Mayor Pro Tem Hadley (Robertson) moved to approve and confirm Police Reserve Officers Thomas Payne Galbraith, Jr. and Franklin Frederick Meyers, Jr. Councilmember Wood (Reitman) seconded the motion; the motion carried 6-0 with Mayor Pro Tem Hadley (Robertson) and Councilmembers Neff (Weaver), Haynes (Stahly), Jones (Watson), Wood (Reitman), and Dellavalle (Garrison) voting in favor of the motion. 12.
