Dear Mr. Ginn:
I am writing in response to your correspondence with Rick Bird, dated
July 29, a copy of which is attached. Continental Pipe Line Company
requires that heavy wall concrete coated pipe be installed under highway
and railroad crossings in accordance with ANSI B31.4, Liquid Petroleum
Transportation Piping Systems, and APl RP 1102, Recommended Practices
for Liquid Petroleum Pipelines Crossing Railroads and Highways. The
Moore road street improvements project 'is subject to these regulations
under the definition of a highway subject to public thoroughfare by
self-propelled vehicular traffic.
Because of the external stresses .induced on the pipeline from the highway
loading, the maximum allowable internal operating pressure must be
reduced in accordance with ANSI B31.4, para. 402.3.2(e), 434.13.4(c) and
AP! RP 1102, section 4.0. Therefore, the heavy wall concrete coated pipe
is utilized to withstand the external stresses and maintain the internal
design pressure of the pipeline. The internal design pressure is critical
to maintain hydraulic capacity of the system.
Furthermore, the proposed installation of 18-inch RCP culvert under Moore
road places the Continental Pipe Line Company 6-inch pipeline in danger of
being struck during construction. Since the CPL 6-inch is a high
pressure petroleum pipeline, it is imperative that proper precaution be
taken to insure the safety of the public. Concrete coating will serve to
protect the high pressure line from potential rupture during construction
of the culvert.
Continental Pipe Line is prepared to modify the pipeline system to accom-
modate the construction schedule of the Moore road improvements. Prior
to initiation of installing the concrete coated pipe, Continental Pipe Line
will require that $10,000 be deposited by the city of Coppell in an escrow
account to cover costs associated with the pipeline modifications.
Please indicate your concurrence with the terms of this letter by signing
in the space provided below and returning it to my attention along with a
construction schedule indicating the desired date for the pipeline
modifications to be completed.
