Dear Steve:
May this letter serve as a correction to the memorandum sent to Alan D.
Ratliff, City Manager, and Frank Trando, Director of Finance, on the above
referenced subject.
You asked me about installing the wheelchair ramps prior to pouring
the southwest corner of the intersection. At that time, I told you
Terra had never intended to build the ramps on the south side
because they didn't feel it was their responsibility. You stated to
pour the intersection per the approved plans, and that you would
have the developers on the south side of the intersection install
the ramps.
I received a letter from you on the afternoon of April 21, 1987,
dated April 16, 1987, as ~otlflcatlon that the intersection of Belt
Line Road and #acArthur Blvd. would not be accepted until completed
In accordance with the City of Coppe11 Streetscape Plan. #e'~
the curb on the southeast corner that morning. You allowed the
contractor to pour the curb without tnformin~unyone that the letter
had been sent and a problem sight exist.

I stated at the meeting of April 29, 1987, that Terra Land
Development had already done enough for the City of Coppell in the
way of changes made by City of Coppell officials during the
construction process.

I also stated again that the ramps were left out because Terra did
not feel it was their responsibility to install them.
I also stated that the money for the ramps on the south side were
not in the original budget and that money in the loan is tight and
that Terra could not afford to continue doing everything the City of
Coppell wanted.
