Dear Ms. Jordan:
The Department has received your letter dated March 13, 1986, and
attached revised plans which request permission to add a third lift of
five feet of waste and two feet of cover on the previously deposited t~o
lifts. It also mentioned the possibility of placing sand bunkers over
the deposited waste.
This letter will confirm the telephone conversation between you and
Mr. Phil A. Spry, P.E., of my staff. As was stated in the telecon, you
may proceed to add the five-foot third lift of waste and the aopropriate
cover as shown in the revised plan. However, you may not proceed to
install any sand bunkers over the waste. If in the future you submit an
adequate design for one or more sand bunkers which will assure no
infiltration of water into the waste can occur, the Department may allow
some sand bunkers to be established over the waste.
