The City of Coppell is desperately in need of technical and professional
assistance in making the final review and assessment of the interchange
designs in connection with the upgrade and improvements on Highway 121.
The Highway Department is pressing for this information, and we have
been attempting to identify funds which we could undertake or secure for
this assistance. Frank Trando in concert with Boyd London has rendered
an opinion that the CIP funds can be used for this purpose. We, therefore,
are requesting that you authorize us to proceed with securing the services
of Kimberly-Horn & Associates to undertake this transportation and traffic
engineering review and analysis. Estimated amount is $8,000. As indicated
in the memorandum from Alan Johnson, CIP funds are available for this purpose.

Proposed are two agenda items that should satisfy ~our request dated
June 19, 1989 (copy attached).
Two different efforts are necessary so that we can accomplish items
2 and 3 on ~our June 19, 1989, request on a fast track - early completion basis
so that a response can be made to the Texas State Highway Department (TSHD)
on the SH 121 issues right away and then the Major Thoroughfare Plan revision
and/or update can be conducted over the necessary longer period of time needed
for an activity or process of this magnitude and technical nature.
This first agenda item is that the City Council authorize the City
Manager to negotiate and execute a contract for professional services for the
review of the current freeway design proposed on SH 121 by the TSHD in Northwest
Coppell (from the City Limit line to the south with Grapevine and Denton Creek
to the north). After that review, the consultant will provide recommendations
to the City of Coppell and assist in forwarding them to the TSHD. The scope
of work is described in the Phase 1 section of the March 14, 1989, Proposal
by Kimley-Horn and Associates. Kimley-Horn has confirmed that the scope of
work and estimated budget of $5,200 is still valid.
I would recommend that the City Council authorize the City Manager
to negotiate, execute and have the contract administered at a cost not to exceed
$8,000. This will permit a final scope of work to be defined that may include
added meetings, coordination and payment to Ginn, Inc., (for coordination and
corporate knowledge) or added item(s) not identified until such a contract is
finalized. Then assuming we remain under the $8,000 level, we would not need
to return to the City Council until the study is completed and we provide the
final report with recommendations.
Kimley-Horn was selected out of a field of five or six top Traffic
and Transportation Engineering firms who have the capability and history of
performing a stud~ of this magnitude and who have the ability to assist the
City in working with the TSHD. A more detailed description on how we arrived
at the best available consultants is given on the second of these two agenda
i terns.
While this memo provided the background, the agenda request sheet
presents the precise request and recommendation.

Re: Thoroughfare Plan Evaluation Study
Dear Mr. Doyle:
We are very pleased the City of Coppell has solicited transportation engineering assistance from our
firm in evaluating proposed SH 121 freeway improvements and certain westside thoroughfare
amendments proposed by a commercial landowners association. We appreciate the opportunity
provided this past week to personally present our firms qualifications and experience on similar
projects.
Combining the background information communicated in our discussions with extensive thoroughfare
planning experience, we have defined a proposed study approach, with major tasks identified, and
prepared a preliminary estimate of fees. Based upon our discussion of the nature of various major
project elements and time constraints, we would propose a phased approach to the project, as
described below.
Phase I - We will provide technical assistance and participate with the City in reviewing State
(SDItPT) design plans for SH 121, and in preparing an official response to the State. Plans
will be reviewed to identify feasible opportunities for improving freeway accessibility and
reducing adverse impacts of the current design. Emphasis of this review will be focused on
short-range impacts and needs.
We will meet with City Staff, SDHPT District staff, and Grapevine/Lewisville City staffs as
required to coordinate the review process and discuss both opportunities and constraints in
the present preliminary freeway design phase (no more than four (4) such meetings are
anticipated). Additional meetings (up to four) are anticipated to involve only Coppell City
staff and would also include an informal briefing to the City Council.
Where required we will prepare single line schematic design concepts of recommended design
revisions within the Coppell city limits. Review findings and recommendations will be
documented in a letter or technical memorandum and submitted to the City.
Due to the uncertainties involving the number of actual meetings, phase duration, and SDHPT
technical detail requirements, we propose to provide these services on an hourly reimbursable
fee basis. A budget of $5,200 is estimated.
Phase Il - We will conduct an evaluation of alternative thoroughfare plan configurations
under future (Year 2010) travel dcmand conditions. Specifically, we will evaluate three (3)
distinct thoroughfare network configurations: (1) the existing Thoroughfare Plan, (2) the
existing Thoroughfare Plan with the currently proposed westside amendments, and (3) an
al ternative thoroughfare network developed jointly with City staff input to test other arterial-
freeway network alternatives.

The methodology utilizes available computer-based planning technology (TRANPLAN)
supported by NCTCOG. The TRANPLAN transportation planning package is a series of
mathematical models used to develop and evaluate traffic volume forecasts, given basic road
network and land use planning assumptions. Locally, TRANPLAN is being used by a number
of Cities (Richardson, Carrollton) to evaluate land use and transportation system changes.
We will download pertinent Year 2010 network and travel forecast planning data from
NCTCOG to our computer and then develop a subarea model with enriched network and zone
structure detail. The resulting Coppell subarea model will then be used to develop and
evaluate the alternative thoroughfare networks. Such a model could logically become a vital
and important element of a future staff planning and evaluation tool.
We anticipate Phase II activities will involve close coordination and multiple meetings (up to
four) with City staff to define pertinent issues and base assumptions; to identify feasible
alternatives; and to review preliminary findings. Formal documentation will be presented to
the Planning and Zoning Committee (P&Z) and the City Council (in separate forums).
We propose to provide these services on a lump sum fee basis for $23,500, subject to the terms
of a mutually agreed upon scope of services.
Phase III - Based on past experience, we expect additional technical support and Consultant
participation will be required if special workshops, public meetings, or additional P&Z and
City Council meetings become necessary following Phase II. Furthermore, Phase II evaluation
may indicate a need to pursue additional long-range revisions to the SH 121 freeway plans
not previously identified in Phase I, thus requiring additional services.
None of these potential Phase III services can be accurately defined, consequently we propose
to provide these services on an hourly reimbursable fee basis. A budget of $4,000 is
estimated.
In terms of schedule and availability to commence these proposed services, we can begin immediately
upon receipt of authorization. Obviously, Phase I activity imposes a need for quick response. While
Phase II activities can also commence immediately, we estimate six (6) to eight (8) weeks will be
required to produce preliminary findings.

Gentlemen:
Part of the work effort of the Coppell Commercial Landowners Association (CCLA) over the past year
has been to promote the establishment of a viable street network west of Denton Tap Road. Our group
has considered numerous alternatives and factors influencing future road construction, among which
are:
-- Completion of through streets
-- Creating Iogicalthoroughfare connections
-- Coordination with State Highway plans for Highway 121
-- Ability to attain right-of-way and current development activity
-- Relative cost of construction (topography)
-- Future land use and access (taxvalue)
-- Timing of street installation or improvement
Having studied these factors and other influences, CCLA collectively established a street layout that is
felt to represent a well-planned system. Since this pattern differs somewhat from the currently adopted
master plan, we respectfully submit this plan for the City's consideration. A large scale copy of the
proposed plan has been delivered to Mr. Doyle's office.

that the City has received t~o (2) requests to revise or modify the
City's current Thoroughfare Plan. Following discussion on this item,
Councilman Thomas ~oved that the City Hanager be authorized to solicit
technical professional services for the study of the City of Coppe11's
current NaJor Thoroughfare Plan, and that developers be contacted to
participate in this project. Councilman Cowman seconded the motion;
motion carried 4-3 with Councilmen Cowman, Morton and Thomas voting in
favor of the motion; Mayor Pro Tem Wilkerson and Councilmen Robertson
and Nelson voting against the motion. Mayor Wolfe broke the tie voting
in favor of the motion.
Item 17:
Consideration of appointing a City Council Study Co. tree
consisting of three (3) Councilmen to investigate advantages
and disadvantages'and/or concerns with economic/development
Project Mercury - requested by Mayor Wolfe.
Mayor Wolfe stated that this ite~would be withdrawn and placed on the
July 25, 1989 City Council Meeting.
Item 18:
Consideration of approving a variance to the sign ordinance
allowing the temporary placement of a sign on Denton Tap
promoting the Texas A~HProJect- requested by Mayor Wolfe.
Following discussion on this item, Councilman Morton moved that a
variance for the placemant of a sign on the North Texas Regional
Training Center site be approved for a period of six (6) ~onths frem
July 18, 1989. The sign will have dimensions of eight (8') feet by
sixteen (16') feet. Councilman Nelson seconded the motion; motion
carried 6-0 with Mayor Pro TemWilkeroon, Councilmen Thomas, Morton,
Comnan, Robertson and Nelson voting in favor of the motion.
