Re: Thoroughfare Plan Adjustment
Dear Sir:
NCH Corporation owns the approximately 140-acre tract of land located just north
of Bethel Road, south of Ruby Road and west of Coppell Road. Freeport Parkway
exists within the city of Coppell from Interstate 635 to Bethel Road, which it
intersects just south of this property.
The Coppell Thoroughfare Plan proposes Freeport parkway to continue north through
the NCH tract, crossing Ruby Road approximately halfway between Coppell Road on
the east and State Street on the west. We would like to formally request that
the city modify the Thoroughfare Plan to show Freeport Parkway transitioning
westerly to the existing State Street right-of-way as shown on the accompanying
sketch.
As we have discussed in person with you previously, we believe this change is
prudent and beneficial for the following reasons:
1) This adjustment would not change either its current
intersection with Bethel Road to the south or its proposed
interchange with SH 121 to the north, as shown on the
Thoroughfare Plan and the current State Highway Improvement
Drawings. In other words, Freeport Parkway would still go
from point A to point B.
2) The current Thoroughfare Plan alignment of Freeport Parkway
north of Ruby Road goes through an area where there is no
existing right of way: this change to the State Street
alignment would require less right-of-way acquisition.

3) The current plan shows Freeport crossing Cottonwood Creek at
a location where the Flood Plain is wider than at the existing
State Street crossing. It follows then, that this change
could result in a lower bridge and roadway improvement cost.
4) The current plan shows Freeport intersecting another major
thoroughfare (Sandy Lake/Thweat Road) at a 45 degree angle.
This proposed modification would move this to where it would
be a city-recommended go degree intersection.
5) This adjustment is completely consistent with the Thoroughfare
Plan change proposed by the Coppell Commercial Land Owners
Association, currently under review by the City.
6) We are coordinating this alignment and the resulting roadway
geometrics with the City and our immediate neighbor to the
north to assure a smooth transition to the State Street
corridor and a proper intersection with Ruby Road.
Please advise us as to what we can do to facilitate this medification.

As you are aware, we currently have a rezoning request and
preliminary plat for the Oak Bend subdivision filed with the
City for consideration. Our plat is consistent with an align-
ment of future Freeport Parkway along State Street. This is
the proposed alignment requested by the Coppell Commercial
Landowners Association and other individual owners along Freeport
Parkway.
To facilitate a speedy review of this Freeport Parkway alignment,
and subsequent consideration of our rezoning and preliminary plat,
we are prepared to assist with the financing of the review of
this proposal by an outside traffic consultant of the City's
choosing.
My understanding is that such a review is estimated to require
about $500.00 of consulting time, and I hereby commit to covering
up to $750.00 of expenses to expedite such a review.

Gentlemen:
Part of the work effort of the Coppell Commercial Landowners Association (CCLA) over the past year
has been to promote the establishment of a viable street network west of Denton Tap Road. Our group
has considered numerous alternatives and factors influencing future road construction, among which
are:
-- Completion of through streets
-- Creating Iogicalthoroughfare connections
-- Coordination with State Highway plans for Highway 121
-- Ability to attain right-of-way and current development activity
-- Relative cost of construction (topography)
- Future land use and access (tax value)
-- Timing of street installation or improvement
Having studied these factors and other influences, CCLA collectively established a street layout that is
felt to represent a well-planned system~ Since this pattern differs somewhat from the currently adopted
master plan, we respectfully submit this plan for the City's consideration. A large scale copy of the
proposed plan has been delivered to Mr. Doyle's office.

In response to your request and authorization, we have considered alternative alignments for an
extension of Freeport Parkway north of Bethel Road, and offer the following recommendations.
ALTERNATIVES CONSIDERED
Freeport Parkway has been improved as a major thoroughfare from Bethel Road south to IH-635.
At IH-635, an interchange is provided which accommodates movements in all directions. Further
south, Freeport Parkway in Irving passes through the DFW Freeport development, interchanges with
SH-114 freeway, and provides access to airport industrial uses at DFW International Airport.
From Bethel Road north, two alternatives were considered:
Alternative A From the Bethel Road/Freeport Parkway intersection, this alternative goes due
north, crossing Cottonwood Branch at a point midway between State and Coppeli ROads, intersecting
Sandy Lake Road at Coppell Road north. From this point, it proceeds along Coppell Road then
curves to the northwest to a planned interchange with SH-121 freeway.
Alternative B From the Bethel Road/Freeport Parkway intersection, this alternative uses a
reverse curve alignment to reach State Road, follows State Road to Sandy Lake Road, and then
curves to the northwest to the same planned interchange with SH-121 freeway.
FACTORS TO CONSIDER
The following factors should be considered in selecting the preferred alignment:
· Alternative A is shown on the adopted thoroughfare plan of the City of Copl~li.
North of SH-121, Freeport Parkway is shown on the Denton County Thoroughfare Plan to be.
an extension of Garden Ridge Boulevard. This is confirmed by Lewisville, Flower Mound, and
Terra Properties master plans. Garden Ridge interchanges with IH-35E at the current Highland
Drive location just south of Lake Lewisviile. As a continuous thoroughfare, it becomes an
alternative route to IH-35E for traffic with destinations in the DFW Airport and Mid-Cities
areas. Garden Ridge/Freeport Parkway will be a route of #regional significance" carrying heavy
volumes of employment oriented and commercial traffic. In other words, because of its regional
function, it should not be viewed as a residential thoroughfare.

· The alignment of Alternative B uses an existing road (State), which means that some right-of-
way is already in public use.
The alternative routes are virtually equal in length -- approximately two miles.
Topography along the alignment of Alternative B is more conducive for roadway construction,
and the crossing of Cottonwood Branch would be less expensive.
Alternative A alignment places a major regional thoroughfare adjacent to existing residential
uses.
Alternative A creates irregular triangular parcels when it leaves Copoeil Road (north) to begin
its curve to the northwest. Coppell Road must also be curved to intersect, creating other
triangular parcels which are either difficult to develop or require property exchanges to develop
effectively. In contrast, the transition curves on NCH property occur within a large parcel and
can be accommodated.
· Multiple large tract owners support Alternative B.
RECOMMENDATION
It is recommended that Alternative B be adopted as the route of a future six-lane divided
thoroughfare and the City's thoroughfare plan changed accordingly. This recommendation is based
on the opinion that Alternative B offers:
· Effective use of existing right-of-way,
· high level of protection for existing residential developments,
· better alignment for connection to SH-121 interchange,
· least expensive location to cross Cottonwood Branch, and
· the potential for early implementation of a continuous roadway in this corridor through use of
short-term improvements to State Road.

Re: SH- 121 Freeway Review
Dear Mr. Doyle:
In accordance with our agreement, we have completed our review of the proposed SH-121 freeway
between the general limits of FM-2499 and Denton Creek in the northwestern part of Coppell. The
attached map shows a summary of our recommendations.
In reaching our conclusions, we started with the proposed freeway layout as prepared by the State
Department of Highways and Public Transportation (SDHPT) (dated 6/23/89). That layout showed
four "trumpet" interchanges within the study limits == at our unnamed CAU street on the west, Sandy
Lake Road, Freeport Parkway, and Parkway Boulevard.
City files on this subject were reviewed from the records of the City Secretary, City Manager's
office, and City Engineer. These files contained reports on the subject prepm-ed by Ginn, Inc.,
DeShazo-Starek & Tang, Inc., Council briefing minutes and notes, correspondence from property
owners, correspondence from and to the SDHPT and others, along with miscellaneous meeting notes.
Various meetings have also been held to gather background information and review alternative
concepts:

FACTORS TO CONSIDER
In reviewing the proposed freeway configuration, the following factors were considered to be of
significance in reaching conclusions and formulating recommendations:
This section of SH-121 has been designated as a future freeway, and capacity improvements
are currently under construction. These construction improvements will provide four freeway
mainlanes and four frontage road lanes within what is considered to be the main freeway
right-of-way. All lanes are being built at approximately the same elevation, with at-grade
cross=overs provided at four locations = = including the current Sandy Lake Road intersection.

Future interchanges and ramps to bring the roadway to full freeway standards would' be
added in such a way that the current improvements would continue to function ns part of the
ultimate freeway.
Previous cooperative efforts by Coppell, Grapevine, Flower Mound, SDHPT, and property
owners produced general consensus on locations for proposed interchanges.
SDHPT had provided adjustments to the plan in response to prior requests from the City of
Coppell, specifically adding frontage road bridges across Denton Creek, and recognizing a
Royal Lane connection at Sandy Lake.
Freeport Parkway represents a north=south major thoroughfare of regional significance,
providing an alternate route to IH=35E for traffic from the north to reach employment
centers in west Coppell and DFW.
Sandy Lake Road is a major east-west thoroughfare across Coppell, serving to connect
residents and businesses to both SH= 121 and IH=35E.
Royal Lane is a major thoroughfare in western Coppell serving present and future
employment centers. It is virtually constructed between Sandy Lake Road and LBJ Freeway
(IH-635). To serve the economic development of west Coppell, it must have an effective
connection to SH-121.
FM-2499 is scheduled for award of a construction contract in October, 1989.
An overhead electrical transmission line has been recently constructed along Sandy Lake Road
in both Coppell and Grapevine.
RECOMMENDATIONS
The following specific freeway configuration recommendations are made to enhance the ability of
SH-121 as a freeway to serve the needs of the City of Coppeli, its residents and the
owners/developers of affected properties. They are shown graphically on the attached map.
1. Support the planned configuration at Denton Creek which provides continuous frontage roads
and Texas U-turns on each side of Denton Creek.
2. Support the planned location and trumpet interchange configuration at both Parkway
Boulevard and Freeport Parkway interchanges.
3. Eliminate the planned interchange at the westerly C4U unnamed location. It is felt ti-mt this
requires much right-of-way, interferes with effective ramp placement and property
development, and conflicts with the FM-2499/Anderson Gibson intersection.
4. Leave the Sandy Lake Road intersection on its ourent alignment, connection to Anderson
Gibson and crossing SH-121 on a skew. Interchange connectors would be provided by
thoroughfare extensions rather than trumpet loops. This configuration:

Permits early construction of the Sandy Lake bridge in response to anticipated safety
problems due to at-grade crossings. Such construction, however, would not depend
on City construction of thoroughfare on new alignment.
Recognizes the existence of a power tr~__p-~mi~ion line that would be very expensive
to relocate.
Provides a more effective way to provide a Royal Lane connection to SH=114.
Requires much less right=of-way and effectively utilizes available existing right-of=
way along Sandy Lake Road.
Respects property ownership lines.
Is less expensive for the SDHPT to build due to use of thoroughfares for interchnnge
connectors.

Consider extending the crossover bridges closer to the roadway 'touch down' point and
confining approach embankments within retained fills in order to open up vlsual accessibility
and minimize right=of-way required for crossing thoroughfares.
Reconfigure ramps as shown on attached map, providing an additional southbound entrance
ramp just upstream from FM=2499.
