Dear Mr. Swinnea:
At our regularly scheduled site visit today we noticed an extensive number of cracks in the reinforced
concrete pavement of Roadway "A'. These cracks are located in the first six panels of pavement just south of
where Roadway "A" intersects with Noahpoint Drive. The cracks span the panels both transversely and
longitudinally and create a spider web of cracks all over the panels.
Routing and sealing of these cracks is not an acceptable method of repair as it would not be aesthetically
pleasing and it appears there may be a structural failure in the pavement as indicated by the extensive amount
of cracking. The City hereby directs you to remove and replace these panels before issuing final acceptance
of this project. We are enclosing a sketch showing the panels needing removal and replacement.
Also, we have noticed that no action has been taken for the repair of the 24-inch butterfly valve in Sandy Lake
Road as outlined in our letter to you dated August 23, 1999. Repair of this valve is crucial to placing the
Sandy Lake Road water line into service and the City's ability to supply enough water to meet the high
summer water demands. The City is planning to place the water line in service this Friday pending repair of
the valve. You are obligated to repair the valve under the two-year maintenance bond as part of this contract.
If you do not repair this valve in an expeditious manner, the City will have the valve repaired and deduct all
repair costs from your retainage. Please inform us of your intentions.
