Central Dallas, TX 75216 RE: Freeport Parkway Railroad Crossing Upgrade Dear Mr. Svatek: Recently the City of Coppell City Council approved the funding to upgrade the above referenced crossing from a standard wooden tie crossing to a rubberized crossing. I spoke with you briefly concerning what steps to take to have this upgrade addressed by Southern Pacific. You directed me to Ron Olsen in Houston. In speaking with Mr. Olsen he advised there are two methods of operation to address, this item, one being that we formally request through his office an overall estimate to purchase the materials and install the crossing; the other was to speak with or contact by mail, the local Roadmaster and ask if he and his crew would be willing to install the rubberized crossing at no charge to the City if we purchase the materials and had them delivered on site. Mr. Olsen explained that the formal process would take eight months to a year to process and that, if your schedule allowed, your crews could possibly get this done sooner and more cost effectively. Please accept this letter as a request to perform the installation of the rubberized crossing at the Freeport Parkway intersection. The City will purchase the necessary materials to perform this work if you agree to participate in the upgrading of this crossing. It is my opinion that this would be beneficial to both entities as it relates to maintenance and overall public relations.
