Doyl~.E., City Engineer FREEPORT PARKWA~f BOULEVARD PRELIMINARY PLAT FROM IH 635 TO GATEWAY BOULEVARD Per your request, on my attached handwritten memo, dated January 29, 1989, and packet of information attached, I provide this summary. Sometime in late October or early November, 1988, Mayor Duggan brought to Staff's attention that the subject plat was going to expire in November, 1988. Staff was asked to see what they could do about it. We arranged for the request to extend the preliminary plat for six (6) months; (see attached Taryon Bowman memo dated November 21, 1988) and then we could work on getting the final plat submitted, approved and recorded, since the roadway is open and under traffic. Other than consulting with the City Attorney, I had not surveyed various staff members, as usually done, and when presenting the agenda item at the December 7, 1988, staff meeting to recommend extending the preliminary plat to the City Council at their December 13, 1988 meeting, Messrs. Ginn and Goram provided information about the situation, revealing that a punchlist exists of minor non-life safety items before this roadway could be accepted by the City of Coppell, and that there was over a quarter of a million dollars owed to the contractor that had constructed the street, (Perhaps a performance bond should be posted on streets that are vital to the City's traffic circulation?). At that December 6, 1988 staff meeting, direction was given to work out a better package to move forward to the City Council. Just recently, the Mayor indicated that the Contractor was going to submit a letter regarding the ~ituation for the record. There has been no staff time to work on this item as we have been keeping current applications and requests satisfied to the best of the resources available. This property is in receivership with the FSLIC and has a management company, Fortune Asset Management Company. They, the FSLIC, will not expend any funds, not even to have professional services for the final plat, let alone the money owed to the Contractor, and any other outstanding debts not now known to this office. The FSLIC wants a new buyer to furnish the funds for those outstanding items. The angle that was to be pursued was that the Contract~ had the most to gain, so he is to be contacted to investigate what innovative or creative ways could be pursued to get the final plat completed, approved and recorded. To-date this has not been pursued, due to workload, priorities and resources available, etc. Please let me know if there are any other questions we might try to answer, or get the answers to.
