Dear Mr. Smith:
The improvements included in the above referenced project were
never accepted by the City of Coppell. As such, the process we
envision being required for completion of the project is as
follows:

Submit documentation attesting that all liens against the
facilities included in the project have been satisfied.
Contact the City of Coppell Public Works Department to
schedule a "walk through" inspection for the purpose of
identifying any deficiencies in the facilities which must be
brought up to the applicable City standards in effect at the
time of Final Plat acceptance, prior to acceptance by the
City of Coppell.
Perform the work required to bring the facilities to an
acceptable level of compliance with the above mentioned City
standards.
Request a Final Inspection upon completion of #3.
Furnish a bond in the amount of 10% of the Contract amount
for the original construction guaranteeing workmanship and
materials for a period of one year from the date of
acceptance by the City.
Furnish documentation that attests to the existence of a
property owners association which is responsible for
maintenance of the items covered by the Streetscape Plan.
Furnish and install street lighting in accordance with the
following=
Street lighting shall conform to the latest
edition of the Illuminating Engineering society
Handbook.
B. Lighting levels shall be as recommended for:
1. Very light traffic in residential areas.
2. Medium traffic on feeder streets.
3. Heavy traffic on thoroughfares.
Street lights shall be as manufactured by Klm
Standards.

The initial cost of installation, operation, and
maintenance for the first three years shall be
paid by the Developer to the City. Maintenance
and operation after this period shall be provided
by the City.
One additional item of concern to the City of Coppe11 is the
channel improvements which were previously made to Grapevine
Creek. The channelization/reclamation of floodplain has never
been approved by the Federal Emergency Management Agency.
Recently, the Southwestern Town Lot Corporation has received
conditional approval for their proposed reclamation which may
include improvements on the subject property. We ask that you
contact Mr. T. N. Searcy of Southwestern Town Lot Corporation
concerning those improvements.
We appreciate your interest in working with the City of Coppell
in resolving these issues. //

Dear Mr. Kadleck:
Pursuant to your request for information concerning the above
mentioned project we have researched the files and found that the
facilities constructed in association with the above have not
received acceptance by the City of Coppell. At the time that
work ceased on the project a final walk through inspection had
been conducted with City personnel and a final "punch list" was
developed. To the best of our knowledge, the punch list items,
including the furnishing of one year maintenance bonds, were
never completed.
In order for the project to be accepted by the City of Coppell,
the following items must be complied with:

The owner of the property involved with the above mentioned
project must work with Southwestern Town Lot Corporation to
remedy F.E.M.A.'s concerns on Grapevine Creek, due to the
existing improperly designed channel modifications.
