Denton Tap Road suite 150 Coppeli, TX 75019 Dear Mr. Van Ness: Since my letter of May 31st addressed to you, I personally contacted Mr. Scott Balch, Senior Project Manager, Lacy Construction and in charge of the Denton Tap project. I inspected the intersection and noted that forms had. been erected and some concrete poured. I have contacted Mr. Jerry Lacy, owner of Lacy Construction, and asked him to personally review the progress of this job and in particular, the Meadowcreek Drive intersection. Under the existing contract, the City of Coppell does not have direct authority in dictating how the contractor schedules the paving on this project, and any attempts to direct him could cause the City to assume total responsibility and liability for the project. You are aware of the excessive rains we have received since our last communication, and since I was assured by Mr. Balch that they plan to make Meadowcreek Drive a priority and get it opened as quickly as possible, I believe that as soon as weather permits they will proceed with their efforts to open Meadowcreek Drive. I will continue to monitor the project and hope you will continue to be patient. We all want this road completed as soon as possible, but I suspect will have to wait for the weather to cooperate. Box 478 Coppell, Texas 75019 Dear Mr. Ratliff: Today marks twelve weeks that the Denton Tap Road/Meadowcreek Drive intersection has been closed. It has been three weeks since I wrote to you expressing my concern and asking for relief from this deplorable situation. I received your response dated May 31, 1989, but it did not answer my question as to what could be done to provide immediate access for Denton Tap Medical Plaza and Northlake Woodlands to Denton Tap Road, and the intersection is still closed. This has gone on too long. We need the intersection opened to traffic this week by whatever temporary measures are necessary. I feel the contractor is stalling the opening of the intersection until paving is completed on the northbound lanes of Denton Tap Road. Based on prosecution and progress of the project thus far, that could mean the intersection would be kept closed for many more weeks. Please let this letter serve as my written request and suggestion that temporary gravel approaches be immediately provided at each end of the new pavement on Meadowcreek Drive in order to immediately open the intersection to traffic.
