Dear Mr. Doyle: We have reviewed the attached Handwritten Memorandum dated April 16, 1989 as well as the Subdivision Ordinance and our files for the project. We have the following comments: 1. gBoth the driveway and the slopes along the front of Mr. Hinckley's property are addressed in item No. 8 of our August 25, 1988 letter to Mr. Hinckley, copy attached. 2. ~'Research of our project survey notes along the Hinckley property failed to produce any evidence of any existing drives connecting to Denton Tap Road prior to the beginning of the Denton Tap Road Improvements project. 3. ~ The 30 foot wide driveway shown on Mr. Hinckley's sketch meets the maximum width requirements for a tract with Commercial zoning; is within the allowable limits for Industrial zoning; and exceeds the maximum width for Residential zoning. 4. 7 The 30 foot wide driveway shown on Mr. Hinckley's sketch ' would be allowable in the location indicated under the terms of the Subdivision Ordinance if, and only if, the road referred to as Mills Road were actually a dedicated road right-of-way. (See attached Figure 2) Se As it currently exists Mills Road is not currently dedicated to the City of Coppell as a road right-of-way and therefore must be considered as a driveway onto Denton Tap Road. The location of the driveway shown on the subject sketch would appear to allow a sufficient spacing between itself and the "Mills Road" drive to accommodate a speed limit of ~5~mph as shown in the table on page 12 of Appendi~'-A of the Subdivision Ordinance. In summary: the grading along the front, of Mr. Hinckley's property can be handled under the current project to eliminate a steep slope adjacent to the road along the property and to allow for proper drainage; and the subject driveway will be acceptable in its proposed location as long as there is a certainty that the dedication of R.O.W. for and construction of Mills Road will be accomplished by the adjacent property owners.
