Even if you would acquire the abutting property from the HOA and were successful rezoning and replatting the entire subdivision, the 3'-4' space is not only
a TU electric easement, but it is also within the 10' wide right-of-way dedicated to the city ... so the answer is.. no.
the zoning change sign is available in the Planning Department office
