Creek - Change Order No. 1 Cement Modified Subgrade
Dear Mr. Snyder:
I am writing this letter in response to your January 14, 1989
letter requesting a two (2) week extension of the Contract Time
due to the difficulties you encountered with the Cement Modified
Subgrade, and the confusion over testing methods. As discussed
in our January 6, 1989 meeting, we will recommend that the City
Council grant your request for a two week time extension due to
the confusion over testing methods, but we do not agree with the
first reason stated in your letter.
Based on the available data, the specified compaction densities
were attainable with the use of normal equipment and methods of
compaction if conducted under the specified moisture conditions.
As has been well documented, the subgrade was too wet for the
application of cement, under the specification for Item 4.9.
Portland Cement Modification Of Subgrade Soils, when L. H. Lacy
Co. began the process of cement modification of the subgrade
soils. The high moisture content of the subgrade soils at the
beginning of the cement modification process are attributable to
poor maintenance of drainage during construction and unfavorable
meteorological conditions. The decision to attempt the cement
modification under these circumstances was solely on the part of
L. H. Lacy Co.
Realizing that L. H. Lacy Co. had worked itself into quite a
dilemma with the deterioration of the weather, Ginn, Inc.
authorized the replacement of cement with lime at the unit prices
established in Change Order No. 1, which remains in effect to
this date. This measure was taken in the best interest of the
city of Coppell in order to allow continued progress of
construction and delivery of a sound product. If you wish to
request a Change Order to restore the initial bid price and
methods for lime stabilization for the subgrade, as we think you
do, we will prepare one and submit it for consideration by the
City Council. Please be advised that until a Change Order, as
previously mentioned, is approved by the city Council, all work
will be paid for in accordance with Change Order No. 1.
