John Karlsruher began the conference by covering the locations,
preliminary estimated costs, and necessary timing of construction
of the two median openings, and 3 left turn lanes requested by
ABQ and Univest. Provisions must be made immediately to allow
for the ultimate construction of the requested median openings
and left turn lanes, since the paving operation for the project
is about ~o begin. ~ .
The spacing ~_~two additional median openings requested
between the~xistin~ Mills Lane median opening and Parkway was
reviewed with~esulting determination that while the spacing
is slightly closer than that allowed by the subdivision
ordinance, it will be acceptable since both property owners have
coordinated this in their planning and are willing to pay the
costs for the facilities. Mr. Doyle specifically asked that the//
location of the entrance drive to the proposed Coppell Health
Center be confirmed with Univest's Engineers to be sure that it
lines up with the location of the med~ opening which is in the
current plans to serve Mills Lan~; Mr. Doyle expressed the
desire that all City of Coppell personnel and representatives be
reasonable in their evaluations and approach to the proposals of
the developers in order to assure them that while Coppell intends~%
to be firm and require them to develop in a first class manner,
staff will make their best effort to accommodate development.
Mr. Doyle directed that provisions be made as soon as possible to
revise the construction plans to reflect the requested median
openings and to prepare a Change Order to the Contract to include
these additional items as well as the median opening and left
turn lanes requested by ABQ north of Parkway Blvd., and the west

turnout for the westward extension of Parkway Blvd., in the
Denton Tap Road Improvements project. The costs of the two
median openings south of Parkway will be split between ABQ and
Univest. ABQ will pay for the median opening and left turn lanes
north of Parkway, and the two additional northbound left turn
lanes south of Parkway Blvd. which serve only their property.
Univest will pay for the southbound left turn lane to the
entrance street to the Coppell Health Care Center in addition to
half the cost of the two additional median openings south of
Parkway. Ginn, Inc. is to provide the estimated costs of these
items,-~inc~ng Engineering, Testing and Inspection. to Mr.
D031e who will coordina~ith the Developers.
The costs of the west turnout of the Parkway Blvd./Denton Tap
Road Intersection were discussed. Mr. Doyle asked Mr. Ginn how
similar situations have been handled on other projects in the
past. Mr. Ginn responded that typically on a CIP project, using
Belt Line Road as an example, the major intersections are fully
designed as an integral part of the project. The reason that the
west side of the subject intersection was not included in the
project is that the necessary design information was neither
developed by Univest nor furnished to Ginn, Inc. prior to the
completion of design of the Denton Tap Road project. Even though
Univest had full knowledge of the progress of design and was
notified of the property owner meetings held for Denton Tap Road,
the slow economy helped prevent them from developing any plans
for their property. Now that ABQ has bought the land, and has
proceeded with design of Parkway Blvd. it is prudent to include
,Othe western portion of the intersection in the project. It was
=.~C~to include the west turnout in the project without
~.0~'/'re~_ursement by ABQ Development since similar projects in the
past have been handled in a like manner.
The Change Order will be brought before the city Council for
consideration on the basis that no work will be authorized on the
additional median openings and left turn lanes until ABQ and
Univest have completed their financial commitments to the City of
Coppell. Revision of the Drawings now will enable the Contractor
to properly space expansion and control joints and build median
curbs with the main line paving, which will soon begin, to allow
the addition of the median openings and left turn lanes at a
later date.
Further discussion of the Parkway Blvd. extension by ABQ
concluded that ABQ ~hould dedicate corner clips of R.0.W. at the
Denton Tap/Parkway intersection by separate instrument.
Mr. Ginn mentioned that design of the Landscaping for Denton Tap
Road is about to begin. The Landscape project has already been
authorized and the budget exists. Before Ginn, Inc. formally
releases the Landscape Architect to begin their design work, they
want to know if a Work Authorization will be needed. If not
Ginn, Inc. will have the Landscape Architect begin immediately.
Mr. Doyle asked that Ginn, Inc. send him copies of the approved
budget and the Council packet, date, or other pertinent data for
back-up. Mr. Doyle will check with Mr. Trando to see if an
account for this work is already set up.~/~ D~ ~
There was a brief discussion of the need for a Proposal from
Ginn, Inc. for design of the Belt Line Road (E-W) improvements
from Denton Tap Road to MacArthur Blvd. Mr. Ginn related to Mr.
Doyle that the city Council had already approved Ginn, Inc. as
the Project Engineer when they approved the City - Developerg
Agreement with Crow-Billingsley. Mr. Doyle said that all h~
~ needed was to establish the budget items. For this
purpose he ~eeded a basis for an estimate: preliminary cost
estimates included in the agreement; a copy of the Council Agenda
Packet in which the agreement was approved; and etc.
Mr. Ginn inquired of the status of the proposed updating of the
City Water and Sewer Maps. Mr. Doyle explained that computer
digital mapping was being considered and the efforts are ongoing
to determine the proper course of action in updating the City
water and sewer mapping. Mr. Doyle asked for a breakdown of the
costs previously furnished by Ginn, Inc. for mapping.
