I've been looking at the details, and I do think your project would qualify. Following are some general points: · There are 4 categories for infrastructure projects. Yours falls into the Main Street/Historic District category. · The grants are limited to a max of $3M each and must be matched 20% by the public entity sponsoring the project. · There must be a vertical component, but the vertical component can be handled by the secondary sponsor which would be the private developer. They must endorse the project along with the City Council. · The applications are due by October 2, 2009. Award of funds will not occur until April 2010. You'll have one year to get your agreements in place and then until March 2013 to get the improvements constructed. · The grant will pay for roadways, intersection improvements, traffic signals, sidewalks, street landscaping, lighting, trash receptacles and benches, pedestrian plazas, ADA improvements, bike paths and trails, crosswalks, storm water improvements, some utility relocations and PS&E. · The grant will be limited to public improvements. · Items not eligible for funding include artwork, fountains, installation or rehab of water and sewer lines, and other items not related to mobility. In order to submit, I think there is a little bit of work that needs to be done. You may already have this information, but I think it's a little scattered at this point. We'd want a good construction cost estimate for the public infrastructure that would be included in the grant proposal. I think we'd want some decent graphics to show the improvements and help sell the project. This may be something that the city and/or developer would do anyway as the project gets moving. Some maps would need to be done, but those will be pretty simple using the city's GIS information. We would need some assistance from your economic development folks and/or the developer regarding economic benefits of the project. I'm sure that information is readily available in some manner. So, what do you think? Is it okay if I set up a meeting for us to review the application with you and talk in more detail? I don't know if the timing of this works with the city's plan and what the city's financial situation is. Grants always include paperwork and processes that go along with the "free" money.
