Meeting with Donna Kolberg
Donna Kolberg would like to meet with us next week. She said she has some issues she needs to
discuss before we move forward too far.
Is everyone available on Monday, August 24th at 9:00 a.m.? If not, I will try to find an alternative day and
time.
Also, I went to the Old Coppell Business Association meeting this morning. The feedback overall really
was positive. They were very appreciative of the presentation. However, a few things came out of that
meeting that they asked to be discussed. Here are their issues:
#1 - They still feel like they are not getting the parking lot they were promised. They said they will be fine
with what is being provided as long as the City writes a letter that says future businesses in the existing
structures will not be denied if they fall short on parking. If their parking requirements cannot be fulfilled
on site, they want written documentation that their parking requirements can be satisfied with parking
across the street in the new development. One major problem with that is that Greg Yancey asked us to
add language to our agreements that states we will not allow other users to satisfy their parking
requirements with the parking in this development. He understands that he cannot prevent people from
parking there, but he does not want the City to use any parking in the development to satisfy the parking
requirements for off-site users. We have to figure out which group we want to satisfy..... The other
alternative suggested by the Association is to lessen the parking requirements for the existing structures.
#2 - They do not like the red brick Greg Yancey is proposing. I told them that staff has not seen actual
materials yet.
#3 - Jean wants to make sure that any structures that front West Bethel Road are white frame structures.
And, she feels that the structures along West Bethel Road should be required to be built first to replace
what we are taking away because we are leaving such a huge void by removing structures.
#4 - They want Christmas decorations to be provided during the holidays. While they appreciated the tree
we provided this Christmas, they said the Mayor promised them a tree that is at least as big as the one in
front of City Hall for this upcoming Christmas. I paid for the Christmas tree down there out of my budget
last calendar year. Brad, do you know what the tree in front of City Hall costs? I need to make sure I
can cover it out of my budget this year.
#5 - Jean asked what size water and sewer lines would be going in. Ken, I told her that I thought you said
last night that the size had not been determined yet. She said that they need to be knowledgeable
because they get a lot of questions and need to know how to answer them (?), and she wanted to make
sure that the developer is paying for any upgrade that would be needed to accommodate the private
development. I just wanted you to be aware in case that question resurfaces later.
#6 - They asked how the City would fund the infrastructure. I told them about the grant we are applying
for but let them know that we will not have an answer on those funds until approximately March of 2010.
