Yancey Provident Company (214) 215-9400 v (214) 276-1709 f gregyancey@verizon.net Coppell Town Square Engineering Scope Revised: 02-23-08 Project Summary: The City of Coppell requires engineering services for a proposed public square accessed by the extension of City streets and public utilities to serve City and private property. A private developer requires engineering services to plan finished lots around the proposed public square. The City will fund the design and construction of public improvements while the developer will fund all costs related to the creation of private finished lots ready for development. I. Terms of the Development The City of Coppell wishes to extend Coppell Road southward and create a town square environment on three tracts of land. The City currently owns two tracts, the 22.18 acre Carter-Crowley tract and the .392 acre Kirkland tract. A third tract, identified as Hassan .5458 acres located on Bethel Road, must be purchased by the City to extend the public right of way. The total project land area is estimated on the attached tables as “Coppell Town Square Land Division”. A preliminary siteplan is also attached illustrating the proposed development. II. City Costs A. Public Infrastructure The City is financially responsible for the engineering design and construction of its own improvements (“Public Infrastructure”) as follows: 1. Public streets. These are limited to the Coppell Road extension southward; the east-west connector north of the square; the east-west connector south of the square; the one-way streets for north-south traffic on the square. 2. Public parking. City-owned parking is planned at the project entrance on each side of the Coppell Road extension. All angled parking shown on the square is City-owned. Any parking areas opposite the square are privately owned. 3. Stormwater. Underground stormwater collection in the City right-of-way to support the proposed development. All stormwater is tentatively shown to collect in a retention basin located at the northwest corner of the development; however, the City and developer wish to eliminate it if possible. The south portion of the siteplan contains approximately six acres between Burns Street and the square which shows only twelve townhomes and approximately five acres undeveloped. The stormwater plan should anticipate commercial improvements of similar character to the “Retail Services” in the area labeled “Future Commercial Development”. 4. Sanitary sewer. Extension of sanitary sewer service in the right-of-way of all newly created streets to support the proposed development shown on the siteplan and “Future Commercial Development”. 5. Water. Extension of water service in the right-of-way of all newly created streets to support the proposed development shown on the siteplan and “Future Commercial Development”. 6. Streetscape. The City has a preliminary streetscape design for Bethel Road improvements prepared by Freese and Nichols. Similar design elements should be planned for this project, except that planters are desired instead of tree wells. The improvements to Bethel Road are in progress. The improvements to South Coppell Road on the east border of the subject property are still in the planning stage with a projected construction start date of January 2009. Streetscape design is required for the Coppell Road extension; the retention pond site and the Square. The developer is responsible by separate contract to design and construct the streetscape on finished lots. 7. Earthwork. The City shall provide all necessary earthwork required for drainage and lots ready for development. B. City Facilities The City is financially responsible for the engineering design and construction of “City Facilities” as follows: 1. Square Improvements The City will own the square, except for the restaurant site estimated at.4 acres or 17,000 square feet. (The restaurant site excludes the surrounding parking owned by the City and described in Public Infrastructure above.) Public components of the square include a landscape plan; play area; interactive water feature; pavilion; restrooms and a proposed community theatre or other use. No design work is required for the proposed theatre as it would be a separate project. 2. Kirkland Home The City owns the historic Kirkland home. It will be re-located to a site in the project with other grant funds received by the City. C. Exclusions The City is already constructing improvements to Bethel Road. The City recently began engineering of improvements to the segment of Coppell Road from Bethel Road south to Southwestern. The improvements planned include angled parking which is contiguous to the east townhome blocks. III. Developer Costs A. Zoning The City has a Historic District zoning description which must be modified to fit the proposed land use. The City also has a comprehensive set of design guidelines for the old Coppell area which must be edited somewhat to accommodate the development. The developer will work with the engineer to edit the design guidelines and prepare a PD for the project in conjunction with the City Planner. B. Net Land Area – Finished Lots Per the preliminary siteplan attached, the Developer will purchase approximately 10.34 acres upon commencement of the Public Infrastructure construction. The engineer shall determine the net land area purchased by the Developer. C. Private Parking – Initial Phase At its sole cost, the Developer shall design and construct the on-street parking for the finished lots in conjunction with the Public Infrastructure construction. The intent is to create a finished appearance to the streets. No streetscape is planned until the lots are divided for building construction. Since the Developer is not taking down the south 6 acre tract until year five, no private parking is included in the initial phase for this site. D. Streetscape The Developer will require a generic streetscape design, but it will not be constructed until vertical construction begins. E. Public Utilities At its sole cost, the Developer shall design and construct the water and sewer taps for the finished lots in conjunction with the Public Infrastructure construction. The intent is to complete this work so as to avoid any disruption to the streets. F. Franchise Utilities At its sole cost, the Developer shall coordinate the design and construction of the underground electric; telephone and gas service for the finished lots in conjunction with the Public Infrastructure construction. The intent is to complete this work so as to avoid any disruption to the streets when building construction commences. Existing overhead lines on South Coppell Road must be placed underground at the Developer’s expense on the site. The Developer will not be responsible for further underground relocations on Coppell Road to the north or south of the site. G. Siteplan Prior to closing, the Developer shall provide the City with a preliminary siteplan illustrating the proposed project. IV. City – Developer Shared Costs The parties shall equally share the design and construction costs of entry features / signage at the project entrance on Bethel Road.
