On December 12, 1988, I received the December 8, 1988, letter
from Univest Development Company under the signature of Parks of
Coppell Joint Venture, (PCJV), Michael J. Allen. This letter
recognized your letter to me dated November 30, 1988 as correctly
describing PCJV's agreement with ABQ for location and cost
sharing of the proposed medians. He asked if I had any questions
and copied some seven (7) other people of which I know of four
(4).
I have reviewed the voluminous correspondence made available to
this office on this matter and have had a few discussions with
you and Ginn Inc. on these median requests, including yesterday
with Jay Chester and yourself. I do not know if I have all of
the correspondence that you or someone might think that the "City
of Coppell" has and should know in responding to this/these
requests. However, toward the end of this summary and guidance
letter we will cover that.
I would like to, in-like manner, cover the copius
correspondence on the Water Main requests (although you said
Friday that Ginn wants too much for going under the box) as well
as the Parkway Boulevard West Extension . While I will allude to
those other two requests for public improvements and provide
guidelines as to how to approach this office on them in general;
the specifics will be covered in separate correspondence for
expediency and clarity on each item. All of these improvements
are related to development and requests satisfied here or
elsewhere in no way acts for or precludes future decisions by
City staff, DRC, Planning and Zoning Commission and City Council.
Now to the matter of the median cuts, I will cover the letters
of record, that I know of, and then in summary cover the
procedure that you must follow and quarterback as the requestor
and applicant, etc. I hope this letter suffices for the "executed
response" you need to have, as cited in your December 22, 1988
letter.

I have sent your November 30, 1988 letter to Ginn Inc. for a
response just as I did your November 3, 1988 letter requesting
the necessary information and recommendation for process. ! sent
this November 3, 1988, letter to Ginn Inc. on November 4, the day
I received it. I then responded to you in a letter dated
November 7, 1988, that I thought you had not received , but as
you indicated last Thursday a week you did receive it. (Even
though you have not responded to it.)
As we discussed in our telephone calls, you can use that "DRAFT"
November 14, 1988 letter as your guidance for proceeding with
these median cuts north of Parkway. You must see that all the
proposed financial transactions are cleared and approved by Frank
Trando, Director of Finance.
Your November 3, 1988, letter carried with it an October 7, 1988
letter to Ginn Inc. with attachments. (the October 7, 1988,
letter was submitted at the direction of Ginn. Inc.). That
October 7, 1988, letter referred to a July 26, 1988, letter or
communication between ABQ and Univest citing no progress on
agreement regarding the proposed median cuts. Further
communication between Ginn Inc. and you was requested regarding
construction schedules and 'need to know' location of median cuts
south of Parkway Boulevard. Also requested was notification from
Ginn Inc. to Univest of scheduling requirements on this matter.
Then I have a letter dated November 22, 1988, to you from Michael
R. Allen on the "Denton Tap Median Breaks" referring to your
November 8th and 9th letters and approving stations for three
median cuts, specs on median cut widths, and no left turn lane
needed for south bound traffic at this time. One cut was
identified as Mills Lane and I am not aware of a Mills Lane
except an outlot numbered "2" that is currently being used as the
construction road for the New Coppell High School. As stated in
my November 7, 1988 letter, I need to see the development plans
either existing or proposed that relate to the proposed median
cuts. You as the applicant must furnish them as apart of your
initial request package or at least your package that will go to
the City Council for approval of the median cuts, change order,
funding etc.
There is a September 13, 1988 letter from you to Mr. Allen on
median breaks that was copied to Mr. Ratliff and not to me.

I hope that I have'covered the situation. I will transmit the
response to your November 30, 1988, letter when I receive the
information from Ginn Inc.
In the mean time, may I get from your client(s) a proposal on
these median cuts as desired. Please keep'the requests separate
(e.g., North of Parkway Boulevard and South of Parkway
Boulevard). Likewise, the request to put in the related work for
your Parkway Boulevard West Addition, now in review by DRC.
The same is needed reqarding the numerous requests for water
mains. I got a request from Ginn Inc. but we need the request
and proposals from your client showing what commitments will be
made and when and related to what process and/or "agreement," etc.
If you need any other information and/or need other direction,
please let me know and we can set up a meeting with the
appropriate City personnel so as to expedite your needs and
