Introduction A. General This study was undertaken to provide the necessary technical data for issuance of a Letter of Map Amendment (LOMA) for Tract 1 situated in the J. W. Anderson Survey, Abstract No. 18 in the City of Coppell, Dallas County, Texas, as shown on Figure 1. The required forms for the Request for a Letter of Map Amendment are included in this report. B. Site Description The issuance of a LOMA request is based upon the adjusted base flood elevations (BFE's) of the April 24, 2008 Letter of Map Request (LOMR), case number 07- 06-2203P for the City of Coppell, Texas. The privately owned, 2.1 acre, tract of land is referred to as Tract 1 of the J. W. Anderson Survey Abstract No. 18. The tract is located just north of Grapevine Creek and Tributary G -1 confluence, along Bethel Road, approximately 330 feet east of the Bethel Road/Rosemount Court intersection. The property boundary of Tract 1 is formed by the property boundaries of; Block 1, Bethel Road Estates Volume 2000134, Page 2875, Block 1, Big Cedar Addition Volume 92125 Page 3455, Alexander Investment TRL Volume 90065 Page 1902, and Bethel Road. A large portion of the existing tract of land is located within the FIS effective 100 -year floodplain along the BFE of 494ft. With the addition of the April 24, 2008 LOMR and updated topographic survey, approximately 0.17 acres of developable land can be reclaimed. C. Purpose and Procedure Halff Associates, Inc. was hired by Philip and Tonna Berkebile to prepare a LOMA Application for Grapevine Creek and Tributary G -1, in relation to their privately owned 2.1 acre tract of land (Tract 1) based on April 2008 surveyed topography and the April 24, 2008 LOMR. The objective of this study is to provide all necessary information for obtaining a LOMA from the Federal Emergency Management Agency (I-EMA) to reflect the floodplain changes. Elevations along Grapevine Creek and Tributary G -1 in the vicinity of the area of interest where taken from the FEMA flood profiles included in the 2008 LOMR. From these established water surface elevations, an updated 100 -year floodplain was redelineated for the portion of the floodplain that inundates the Berkebile property. Figure 2 shows a comparison between the adjusted 100 -year floodplain based on the LOMR and the current effective floodplain delineated with updated I -1 topography as they relate to the Berkebile property. Figure 3 shows FIRM map number 48113C0155J as it appears in the 2008 LOMR annotated with the floodplain altered based on the subject property topography. Applicable Regulations The regulations pertaining to LOMAs are presented in the National Flood Insurance Program (NFIP) regulations under Title 44, Chapter I, Parts 70 and 72, Code of Federal Regulations. The purpose of Part 70 is to provide an administrative procedure whereby DHS -FEMA will review information submitted by an owner or lessee of property who believes that his or her property has been inadvertently included in a designated SFHA. Pursuant to Section 1361 of the National Flood Insurance Act of 1968, as amended, communities participating in the NFIP are required to adopt and enforce floodplain management regulations that meet or exceed NFIP criteria. These criteria, including adoption of the FIS report and FIRM, and the modifications made by this LOMR, are the minimum 1 requirements for continued NFIP participation and do not supersede more stringent State or local requirements to which the regulations apply. I We provide the floodway designation to your community as a tool to regulate floodplain development. Therefore, the floodway revision we have described in this letter, while acceptable to us, must also be acceptable to your community and adopted by appropriate community action, as specified in Paragraph 60.3(d) of the NFIP regulations. I NFIP regulations Subparagraph 60.3(b)(7) requires communities to ensure that the flood - carrying capacity within the altered or relocated portion of any watercourse is maintained. This provision is incorporated into your community's existing floodplain management ordinances; therefore, responsibility for maintenance of the altered or relocated watercourse, including any related appurtenances such as I bridges, culverts, and other drainage structures, rests with your community. We may request that your community submit a description and schedule of maintenance activities necessary to ensure this requirement. I COMMUNITY REMINDERS We based this determination on the 1- percent - annual- chance flood discharges computed in the FIS for your community without considering subsequent changes in watershed characteristics that could increase flood discharges. Future development of projects I upstream could cause increased flood discharges, which could cause increased flood hazards. A comprehensive restudy of your community's flood hazards would consider the cumulative effects of development on flood discharges subsequent to the publication of the FIS report for your community and could, therefore, establish greater flood hazards in this area. I Your community must regulate all proposed floodplain development and ensure that permits required by Federal and/or State law have been obtained. State or community officials, based on knowledge of local conditions and in the interest of safety, may set higher standards for construction or may limit development in floodplain areas. If your State or community has adopted more restrictive or I comprehensive floodplain management criteria, those criteria take precedence over the minimum NFIP requirements. I We will not print and distribute this LOMR to primary users, such as local insurance agents or mortgage lenders; instead, the community will serve as a repository for the new data. We encourage you to disseminate the information in this LOMR by preparing a news release for publication in your community's newspaper that describes the revision and explains how your community will provide the data and help interpret the NFIP maps. SUMMARY: On August 23, 2001 the Department of Homeland Security's Federal Emergency Management Agency identified Special Flood Hazard Areas (SFHAs) in the City of Coppell, Dallas County, Texas, through issuance of a Flood Insurance Rate Map (FIRM).
