Dear Ken:
Enclosed is a proposed Modification to the Scope of Services for the referenced project,
which has been prepared per the City's request in accordance with the applicable provisions
of the Consulting Engineers Contract. This modified scope of services adds to the original
contract, the design of approximately 200 linear feet of 12 -inch water line and other related
improvements. A preliminary opinion f probable construction cost for these additional
improvements is also enclosed for your 4rmation and use.
There are also a few other issues that havT occurred over the course of the project, which
have created a change in our original scope nd in our original fee projections for this project.
Although we still have approximately 38% 6f the engineering portion of our contract fee
remaining, we have already exceeded our infernal operating budget for Phase 1, and with
more than half the project still to design, we wil be well over our total budget for the project
by the time Phase 2 is completed. The issues th4t we have identified include items such as:

greatly impacted the labor cost projections upon hich we based our original fee as
well as requiring additional effort to remobilize ur design efforts after lengthy
periods of inactivity on the project.
However, before we prepare and present a formal amendmen for these additional items, we
would very much appreciate an opportunity to discuss this mat r with you and receive your

input and advice. To that end we have requested a meeting on April 15, 2004 at 10:00 a.m.
to present these items to you for discussion and consideration, and to seek your direction on
how to best structure a contract amendment that would provide for us an opportunity for an
appropriate fee adjustment. It may be that incorporating these items into this current
amendment for the water line would be appropriate. If so, we will be glad to prepare and
provide the necessary documentation for that to happen.
We look forward to meeting with you next week. In the meantime, should you have any
questions about the water line amendment, or if you would like for us to provide more
detailed information prior to our April 15 meeting about any of the additional issues
mentioned above, please let us know.
Once again, thank you for giving us the opportunity to serve the City of Coppell on this
important roadway improvement project. We are very privileged to work as an extension of
your staff in that regard.

Modification to the Scope of Services
I. Additional Scope of Services
Design of approximately 2550 linear feet of 12 -inch water line replacement and other
related improvements along West Sandy Lake Road from North Point Drive to Coppell
Road North. Information from the previous design surveys for West Sandy Lake Road
will be used as the base for the proposed design; therefore no additional design
surveys will be performed.
II. Additional Scope of Services
The additional design will be incorporated into the schedule for the Phase I design
with no additional time added to the engineering contract, provided that written
approval /authorization for the Modification to the Scope of Services is received within
30 days of the date shown below.
III. Project Schedule
The Engineer shall be paid an additional lump sum fee for the above described
