Box 13087, Capitol Station Austin, TX 78711 Re: Waterworks Improvements Coppell, Texas Dear Mr. Stehling: We are enclosing a copy of a letter prepared by our structural engineers regarding the buoyancy of the proposed 0.50-M.G. ground storage tank. As noted in the attached letter, the water level of 446.0 (mean sea level elevation) was used to calculate the buoyant forces since Mr. Everett Rowland indicated his information shows this to be the 100-year flood elevation at the project site. According to the Corps of Engineers' floodway map we reviewed yesterday, the section taken near the project site shows 100-year flood elevation to be approximately 443.0 feet to 444.0 feet (mean sea level elevation). As we discussed with you by telephone on April 14, 1981, we met with the Corps of Engineers on April 15, 1981, for the purpose of requesting their assistance in determining what effect the proposed and future ground storage reservoirs will have on the 100-year flood elevation. The Corps indicated they would perform this service for the City of Coppell upon their receiv- ing a written request from the City. A letter requesting this flood elevation analysis was prepared by the City and hand delivered to the Corps of Engineers in Fort Worth, on April 14, 2730 Republic Bank Tower Dallas, Texas 75201 214/742-5811 Mr. William B. Stehling, P.E. April 14, 1981 Page 2 1981, by Mr. James Elium, City Administrator. Also, we met with Mr. Larry Buck, Ecologist, in the 404 Permits Section of the Corps. Mr. Buck briefly reviewed the project location from their soils and U.S.G.S. maps and indicated that the site did not appear to be within their jurisdiction and, thus, would not require a permit. Again, the City has prepared and delivered a letter requesting the Permits Section to docu- ment their comments. Hopefully, the Corps can provide the flood elevation information prior to the date of the Board meeting; however, they would not commit to a specific time. In any event, we will keep you advised as soon as we receive any information on this matter. As you mentioned, perhaps the project can be recorm~ended to be approved subject to a favorable report from the Corps on the flood elevation analysis.
