This project was chosen to receive TEA -21 (Transportation Equity Act for the 21 st Century) funds administered by the Texas Department of Trans- portation (TxDOT). The project consists of the development of a downtown plaza site of approximately 2.86 acres in the Temple city center intended for day to day public use and for organized events and festivals. The site, occupied by an open city parking lot, will be extended across a portion of First Street which will be permanently closed. The parking function will be maintained but will include hardscape and softscape features to make this an attractive "gateway" into the City of Temple. Landscaping of Texas grasses, plants, trees and shrubs will be added to provide a border to the project and act as a noise buffer for the site. The center will include comfort stations, a bicycle checkout facility, transportation, museum exhibits and tourist information. i Also included in this project is the design for the reconstruction of ten intersections throughout Temple's downtown. Key elements of this part of the project are the design on "bump- outs" to include colored stamped concrete features, historic lighting, planters, tree wells, and permanent irrigation for the trees and planters. T >: Innovative approaches .. . practical results Historic Train Depot Restoration City of Mineola Mineola, Texas The historic train depot in Mineola was constructed in 1901 and has become one of the iconic structures of the community. In 1955, the train depot was remodeled, modernizing the facilities but altering the historic style and structure of the landmark. Freese and Nichols assisted the City of Mineola in obtaining TxDOT funding for a historic restoration of the Mineola Depot to it's 1901 style and appearance. The restored depot will provide services for AmTrak and Grayhound passengers as well as house a visitor's center which interprets the history of the city and promotes interest in the community. The $500,000 project is currently in the construction documents phase and is scheduled to be completed before 2003. The project included approximately 185,000 square feet contained in 15 buildings at different locations within the city. Various service areas were involved, including Administrative, Police and Fire Protec- tion, Vehicle Service Center, Tax Collection, City Secretary, Human Resources, City Attorney, Public Works, Engineering, Planning, Purchasing and all other city - related activities. The project included: Data Gathering Phase Included the assessment of all existing city facilities, acquisition of demo- graphic information from various sources, determination of current and future land uses and potential for historic status. Other activities included the devel- opment of a Staff Interview Form distributed to all department supervisors. The Staff Interview Form assisted in the determination of current and projected staff, relationship to other city departments, city and staff parking needs and other data available from the various user groups. Analysis Phase Integrated data from the Staff Interview Form into appropriate interview data and adjacencies forms for simplification of analysis. In addition, existing space allocation standards, demographic data, parking needs and data from prior master plans were analyzed. Recommendations Phase Included final recommendations for departmental adjacencies and space requirements, viability of each building, determination of priorities for master plan implementation and provided Opinion of Probable Construction Cost for each master plan component. The simulation was developed and is being used as a tool by city staff to gain city council and public support for the funding and development of the projects. The projects ranged from a redevelopment of the historic courthouse square, installation of streetscape improvements on two significant city streets and detailed information of a lengthy hike & bike trail that will connect various public and city facilities. Infrastructure Project Experience Street Petition Group 1 Public Works and Transportation, City of Dallas Freese and Nichols performed engineering services for 5,000 If of street reconstruction and 500 If of alley reconstruction for the Group 1 Street petition project at various locations. Scope of services included topo- graphic surveying and preliminary and final design, coordination of ROW acquisition and with other governmental agencies, utility relocation and upgrades, as well as construction phase management. Freese and Nichols also provided public involvement and web page services for these street projects. Traffic Projections Dallas District, TxDOT Since being awarded an evergreen project by TxDOT for traffic projec- tions, Freese and Nichols has completed four projects including traffic counts and modeling of future conditions. Two projects were located on FM 2499 in Flowermound and one in Denton on Loop 288. Another project was recently completed on IH30 at Dalrock. Each project included gathering of current traffic counts using TxDOT approved procedures and then preparing projections for 2020 and 2030 condi- tions. The projects have been reviewed and approved by the state office in Austin. SH 78 Intersection Improvements Collin County Freese and Nichols was hired by Collin County to develop improve- ments on SH78 in Farmersville to relieve traffic problems at five intersections. After taking traffic counts and evaluating the current traffic conditions, we recom- mended a variety of improvements including adding a right -turn lane, re- striping an intersection and adding a left turn lane on a side street. The proposed improvements were based on current traffic patterns and projections for the future. The project also included preparation of the plans and specifications for the construction of the improvements. It is currently in the final review phase and will be bidding soon. Trinity View, Oakdale, and 15th Street City of Irving Innovative approaches ... The City of Irving selected FNI to prepare plans and specifications for the reconstruction of three residential streets. The project includes the design of paving, storm drain, water and sanitary sewer improvements practical results Moge-77! along with topographic, utility, right -of -way surveying. After completing a preliminary design report to study alternative alignments and cross - sections, we met with the neighborhood to discuss the project. Oakdale is of particular concern due to the narrow existing section (approximately 12 to 18 feet wide) and the proximity of existing homes. We are working closely with the City's traffic department to develop a horizontal and vertical alignment that will minimize impacts to existing structures and trees while providing a safe and comfortable roadway. Jim Miller Road Dallas County FNI is working with the County and City of Dallas to reconstruct Jim Miller Road from Elam Road to Loop 12. The project will include utility reloca- tions and replacements. After the City has reviewed the topographic survey and right -of -way maps, we will proceed with design of the improve- ments. The project will involve close coordination with the County and City to develop the scope of the reconstruction such that it meets the intent of the project while staying within the available budget. Dalton Road City of Rockwall Freese and Nichols provided topographic and right -of -way surveys, geotechnical services and preparation of plans and specifications for the reconstruction and widening of Dalton Road from SH 205 to Hunt Lane. The roadway serves several subdivisions, rural residences and an elemen- tary school. The project includes paving, storm drain, water and sanitary sewer improvements and the construction of a bike trail. The project involved coordination with TxDOT and the North Texas Municipal Water District at the SH 205 intersection. Simpson Stuart Road City of Dallas, Texas Freese and Nichols has performed studies to identify jurisdictional waters of the United States, including wetlands, for obtaining a Corps of Engineers Sections 404 Permit for widening of the roadway and installation of a culvert Innovative approaches .. . practical results crossing over a stream. Impacts to wetlands were analyzed and a mitiga- tion plan will be prepared. The design includes 5000 If of 40' wide roadway with curb and gutter, drainage, inlets and storm drainage pipes, a large culvert crossing and left -turn lane. The project required embank- ment fill of 8 ft. to elevate the road above the 100 -year floodplain. FEMA CLOMR and CDC permits were prepared since the project is within the Trinity River Floodway. Hidden Creek Parkway Interchange at IH -35W City of Burleson Freese and Nichols is designing the expansion of Hidden Creek Parkway from East Renfro Road westward through the Oak Valley subdivision to I- 35W. The expansion will also take Hidden Creek Parkway from S.H. 174 eastward to 1 -35W spanning the Union Pacific Railroad. Ultimately, the parkway will also span 1 -35W. Freese and Nichols is involved in a series of public meetings to keep residents and property owners informed as the project progresses and is providing a phone line dedicated to this project. Dixie Farm Road Widening City of Pearland Freese and Nichols staff, in association with another firm, conducted preliminary engineering, schematic layout, public meetings, field survey- ing, abstract mapping, environmental assessment, traffic study and design for the five -mile stretch from State Highway 35 to Beamer Road. The proposed roadway is to be widened from two -lane asphalt to four -lane, divided concrete pavement with curbs, storm sewers, widening of three existing bridges and reconstruction of a new bridge. F.M. 544 Denton County Freese and Nichols is providing services for advanced planning, hydrau- lics, schematics, environmental and public involvement for a four -mile, six lane divided thoroughfare running through the cities of Carrollton, Lewisville and Hebron. The project involves a bridge over Indian Creek, and a bridge over the railroad. Freese and Nichols is preparing an Environmental Assessment (EA) for the proposed widening and improvements to FM 544 in southeast Denton County from SH 121 to Dozier Road. Studies include noise analysis and modeling, air quality analysis, delineation of jurisdictional waters of the U.S. and wetlands. An Environmental Site Assessment for hazardous material impacts is also being performed. SH 26 Expansion for TxDOT -Fort Worth Cities of Colleyville, Hurst a North Richland Hills Freese and Nichols will be assisting in the design to expand State Highway 26 in Northeast Tarrant County. The project involved expansion of the existing two -lane highway to a six -lane divided highway. Freese and Nichols is designing drainage, cross - drainage structures for nine intersec- tions. The firm will be developing temporary construction sequencing for the project. Innovative approaches .. . practical results Bridge Projects Matlock Road Bridges City of Mansfield, Texas The Matlock bridge project was a twin set of bridges over Walnut Creek in Mansfield, Texas. These bridges were each three equal spans of 62 feet for a total length of 186 feet and a width of 47' -3" Each bridge was designed to accommodate three traffic lanes and one pedestrian walkway. The bridges were constructed using TOOT Type C girders with a cast -in -place concrete deck and concrete railings. Polk Street Bridge City of Desoto, Texas The Polk Street Bridge is a new companion bridge to an existing bridge over Ten Mile Creek, between Belt Line Road and Pleasant Run Road in Desoto, Texas. The bridge is three spans, for a total length of 290 feet and is 44 feet wide. It is composed of seven prestressed Type IV girders, an 8" thick cast -in -place concrete deck, with room for three lanes and one protected pedestrian walkway. The design included matching the appearance of the existing bridge that utilized TOOT Type 54 girders that are no longer being used. The retaining walls at the approaches around the abutments were Mechanically Stabilized Earth (MSE) walls, using proprietary designs. Pecan Plantation Owner's Association Bridge Design — City of Granbury, Texas The Pecan Plantation Bridge over the Brazos River at Pecan Plantation in Granbury, Texas was designed to replace an existing bridge that had been load restricted and was forcing truck or school buses to take an alternate much longer route to gain access to the community. Innovative approaches .. . practical results The new bridge is a two -lane, seven span bridge composed of four (4) TOOT Type C prestressed girders, with an 8" thick cast -in -place con- crete deck. The bridge is 540 feet long and 28 feet wide and is located approximately one mile downstream of the dam at Lake Granbury. The Pecan Plantation Bridge is supported by seven concrete bents constructed in the middle of the river. The bridge will be submerged during peak releases of Lake Granbury by as much as ten feet of water so the bridge was designed to resist the stream flow and uplift forces by using pressure relief apertures in the deck and concrete guardrails. Water and Sewer Projects 1998 Water and Wastewater Main Replacements Dallas, Texas Water and wastewater main replacement design for 57 water and wastewater replacement projects around central and south Dallas included 51,260 linear feet of sewer line (6 -inch through 12 ") and 47,700 feet of adjacent water line replacements. -esign completed eight (8) months ahead of rcheduie, with odditional 30,000 feet of pipelir- ' 4 to Proiect con- struction has been split into four phases for budgetary reasons, original scope was for two phases. The projects within the original phases were established to maintain efficiencies of surveyors and the contractors working in the same general area at any given time. Many of the projects initially identified changed principally because the line replacement had been recently accomplished by others. The projects included in the design were developed to provide approximately the same amount of construc- tion work as originally intended. The design is complete and included approximately 5000 feet of trenchless technology construction. Pipe bursting was used on approximately 4000 feet of sewer line due to minimal construction room in alleys. Directional drilling was used for 12 -inch waterline construction on Northwest Highway between 1 -35 and Loopl 2 due to limited space within the street right -of —way. No change orders were issued on the phase 1 construction, and none have been necessary on the phase 2 construction to date. 2000 Water and Wastewater Main Replacements Dallas, Texas Freese and Nichols, Inc. was contracted by Dallas Water Utilities for the design of 17 water and wastewater projects in the northern areas of Dallas. The total length of the water replacement was 30,665 linear feet, and the total length of waste- water replacement was 22,670 linear feet. Any pipe less than 8 inches in diameter or older than 30 years was designated for replacement. Addi- tionally, all vitrified clay wastewater pipes or cast iron water pipes were identified and designated for replacement. All replacement pipes were a minimum of 8 inches in diameter. Pipe bursting was used in necessary locations to limit traffic disruptions and to avoid environmental impacts. practical results McKinney Infrastructure Initiative, City of McKinney Freese and Nichols provided assistance to the City of McKinney with its Capital Improvements Program. Street condition evaluations were performed on a block -by -block basis. The evaluation incorporated analysis of the condi- tions of the water and wastewater lines and the drainage conditions as part of the overall street rating. The blocks were project - grouped based on its rating and will be used to assist in defining future bond programs. Freese and Nichols also assisted the City in developing a stormwater ordinance, drainage design manual and stormwater master plan. Construction management services were provided for numerous infrastructure improvements throughout the City, including waterline and distribution system improvements. As part of this project, Freese and Nichols planned and held public meetings regarding the improvements desired by the citizens under the CIP program. Water and Sewer Main Replacement and North East Trunk Sewer Improvements - Waxahachie, Texas Freese and Nichols provided design services for various water and sewer replacement mains in Downtown Waxahachie. The project included approximately 6300 feet of water line replacement and 3600 feet of sewer line replacement. A majority of the lines are in narrow alleys with multiple utilities. Pipe bursting, and cured -in -place pipe methods were used on a majority of the sewer lines, directional drilling was used for the water line replacements in the confined areas. Open cut methods of installation were used for replacement sections in street sections. The project is scheduled for bidding in October, 2002. City -wide Drainage System Analysis and Rehabilitation Plan Garland, Texas Freese and Nichols is providing the evaluation of fourteen (14) problem flooding areas throughout the City of Garland. The project areas are divided on a watershed basis and drainage issues are analyzed across the whole area. The project areas range in size from about 50 acres for the smallest neighborhood to 2 square miles for the largest floodplain study. Flooding problem areas are documented through extensive public involvement, meet- ings, coordination with City staff, and field investigation. The project includes hydrologic and hydraulic analysis of the surface drainage, storm drain sys- tems, and floodplains. Several options are proposed for each flooding problem. These options typically include increased conveyance, diversion to other drainage systems, and detention to reduce peak flows. Flooding damages and construction cost estimates are developed to determine the most cost- effective solutions and to prioritize the necessary ` remediation.
