STAFF COMMENTS:
Pavecon, Inc. has submitted a proposal to remove, recompact and replace the asphalt pavement on Bethel
Road. This proposal includes the repair of the subgrade and asphalt paving that has failed over the top of
the sanitary sewer line that was installed in 1997. On the prior project, between Grapevine Creek and
Freeport, the City used Dallas County to remove and replace the asphalt. We have been dealing with the
county to perform the same services on this project. They had originally stated that they could perform
the work in November. However, they have now stated that it will be February or later before they could
perform the work. Because of that timeline, we have chosen to have the same contractor perform all the
work. With your approval of this contract and consideration of the closing of Bethel Road between
Freeport Parkway and Royal Lane this work could be completed in approximately two months.
Staff will be available to answer questions at the Council meeting.

PAVECON, INC. offers to furnish all labor, materials and equipment
required for the performance of the following described work in
connection with construction or improvements at above address.
Pavement improvements:
The work is to be performed as follows:
Item 1: Remove the existing material in the half of the roadway that
Has the failures (approx. 3,400 if x 12.5) to a depth of
3 feet (approx. 4,722 sy) . Additional grade variation to be
determined by Engineer and billed by unit price.
4,722 S.Y. @ $8.84/ CY = $41,742.48
Item 2: Fabric under liner at the ditch level
4,722 S.Y. @ $1.01 /S.Y. _ $4,722.00
Item 3: Recompaction of existing or imported material to 100% Density.

Item 6: 2" HMAC Overlay of the half of the road.

Item 7: Recycle the existing CTB and Asphalt by A)Grinding and hauling the
material to a stockpile, B) After the subgrade has been repaired
haul back to the the roadway the ground up material, C) Place 6%
cement in the top 8 inches (53# /S.Y.)

Owner shall be responsible to locate all buried utilities lines and sub
structures, and to clearly identify and mark all lines and sub
structures, by calling 1- 800 - DIG -TESS prior to commencement of the work
by PC4. By accepting this proposal, Owner agrees to indemnify and to
hold PCM harmless from all claims, including its reasonable attorneys'
fee incurred in defending any claim, resulting from damages to any
utility line or sub structure not identified or clearly marked. If
owner shall clearly mark all utility lines or sub structures and such
lines or sub structures are damaged by PAVECON, INC. PAVECON shall
assume responsibility for all repair costs associated with any damage
to such buried items.
Cost of City permits (if applicable) are not included in total cost and
will be paid by owner.
If the foregoing meets with your acceptance, kindly sign and return the
attached copy of our proposal. Upon its acceptance it is understood
that the foregoing, including the terms and conditions set forth and
attached hereto and incorporated herein for all purposes, will
constitute the full and complete agreement between us.
