Dear Mayor Scott:
Reference is made to your letter of March 22, 1974, concerning
the designation of Esters Road from State Highway ll4 to Sandy
Lake Road as a thoroughfare and requesting that the Highway
Department aid you in implementing the existing Land Use and
Thoroughfare Plan by constructing a grade separation inter-
change at the intersection of Loop 635 and Esters Road.
Attached is a schematic layout on which we have indicated a
possible interchange layout for the intersection of Loop 635
and proposed Esters Road. The location for this intersection
was determined by a straight north extension of existing Esters
Road at S.H. ll4. Your specific review and concurrence of
this proposed location of Esters Road is requested as any change
in this location will necessitate a re-study of the interchange
design.
In order'for us to seek approval from our Austin Administration
for this additional interchange, we must have a firm commitment
by a resolution from Dallas County and the Cities of Irving
and Coppell concerning the following items:
1. All right-of-way, including adjustment of utilities,
required for the interchange and grade separation
approaches will be provided at no cost to the State.
2. Acceptance of interchange design prior to submission to
Austin for approval.

Upon receipt of resolutions from Dallas County and the Cities of
Irving and Coppell indicating favorable acceptance of the above
provisions we will proceed with further development of this
project. However, it should be pointed out tha~ actual construc-
tion of this grade separation interchange will not be initiated
until such time that a usable section of the proposed Esters
Road thoroughfare is completed or under construction to be com-
pleted at the same time as the interchange project. Also construc-
tion of the grade separation interchange project will be dependent
on the availability of State and Federal funds.
In the event there is a delay in the construction of Loop 635 the
Highway Department would have no objection to the County or the
Cities constructing Esters Road across the existing Loop 635
right-of-way.
